Adding subrating request BTP CMD to tester. Since ZLL does not
support subrating, it is not enabled by default in tester config.
Subrating request is already supported by AutoPTS GAP.

When CONFIG_TIMEOUT_64BIT is not set, k_ticks_t is uint32_t. The previous
code cast left_ticks through int32_t but then stored the result back in
k_ticks_t (uint32_t), losing the sign. The subsequent ticks > 0 check was
therefore an unsigned comparison, causing a past-due wakeup (where the
subtraction wraps to a large uint32_t) to be misread as a large positive
remainder and propagated up through k_sleep() as INT_MAX ms.
Fix by retaining the signed intermediate and comparing it directly as
int32_t so negative remainders (past-due) correctly fall through to
return 0.

A pre-existing ~/.bashrc file might not finish with a newline character.
In that case, a setting just appended to it would not register.
To avoid such a case, make the permenant west completion setup for bash
not rely on it and explicitly add a preceding newline caharcater.

state to prevent draining current.
When CONFIG_STM32_ENABLE_DEBUG_SLEEP_STOP is enabled, debug remains
powered in standby state which is expected when sleeping but not when
powering off.

use `NET_IF_OPER_UP` to check if the iface is
already up, this is also the state that corespondes with
NET_EVENT_IF_UP.
Also move `net_if_foreach(iface_cb, NULL);`
after `net_mgmt_add_event_callback()`, so we won't
miss any up event.

Fix error-checking bug in Zephyr `coredump_shell.c` for
`coredump_cmd(COREDUMP_CMD_COPY_STORED_DUMP, ...)`. The function
returns the number of bytes copied (≥ 0) on success and a negative
errno on failure, but the existing checks used `ret != 0` which
incorrectly treated a successful non-zero byte count as an error.
This bug prevented the coredump printing shell commands from working.

Zephyr SDK 1.0.0 has dropped newlib support and made picolibc the default
libc.
This commit updates the errno check script to check minimal libc error
numbers against the picolibc error numbers.

This commit updates the Zephyr SDK documentation to reflect the changes
introduced by the Zephyr SDK 1.0.0 release.
Note that Zephyr SDK now has two different types of distribution bundles:
GNU and LLVM, each suffixed with `_gnu` and `_llvm`, respectively.

Until https://github.com/zephyrproject-rtos/sdk-ng/pull/936 is merged,
SDK 0.18 is incompatible with previous versions as the paths to
find the cmake bits is different.
Deal with that by checking for files in the wrong place as well as the
right one.

Combine toolchains provided by the host into one variant. This includes
both gcc and llvm installation typically coming from the distribution
(on Linux).
Both gcc and llvm are now part of the 'host' variant, the default is the
gnu compiler, so setting
ZEPHYR_TOOLCHAIN_VARIANT=host
Will select the gnu compiler. To select llvm or any other compuler
provided in this variant, use the follwoing format:
ZEPHYR_TOOLCHAIN_VARIANT=<variant>/<compiler>
The following will select llvm:
ZEPHYR_TOOLCHAIN_VARIANT=host/llvm
Although gnu is the default, it can also be selected using the above
syntax:
ZEPHYR_TOOLCHAIN_VARIANT=host/gnu
This commit removes the llvm variant for now, it should be deperecated
in another commit to follow.

When LLVM linker is used, the toolchain-provided C standard library is
always linked, even when the Zephyr minimal libc is selected, because `c`
is unconditionally specified in `link_order_library`, which causes `-lc` to
be specified in the linker flags.
This commit adds a check to ensure that `-lc` is not specified when the
Zephyr minimal libc is selected because it is a standalone C standard
library and it does not make sense to link two C standard libraries at
once.

LLVM C++ Standard Library aka. libc++ makes use of POSIX and GNU C
extensions in its headers.
While far from ideal, there is no other option but to globally enable these
extensions for C++ source files in order to ensure that libc++ headers can
be used.

This commit adds a new C++ standard library test variant that builds with
Picolibc and LLVM C++ Standard Library aka. libc++ on the supported
toolchains (e.g. LLVM Embedded Toolchain for Arm and Zephyr SDK LLVM).

LLVM C++ Standard Library aka. libc++ may be used with Picolibc -- for
example, LLVM Embedded Toolchain for Arm ships with Picolibc and libc++
compiled for Picolibc, and so does Zephyr SDK LLVM toolchain.
Ideally, we would a flag like `TOOLCHAIN_HAS_LIBCXX_PICOLIBC` indicating
that toolchain has libc++ compiled specifically for Picolibc; but, we do
not want to overcomplicate the toolchain feature flags at this time without
proper underlying infrastructure to handle it.

This commit renames the `--toolchains` and `--no-toolchains` arguments,
which control the SDK GNU toolchain installation, to `--gnu-toolchains` and
`--no-gnu-toolchains` to avoid any confusion with the SDK LLVM toolchain.
The old `--toolchains` and `--no-toolchains` arguments remain supported
with a deprecation warning message.
