Move to using NET_DEVICE_DT_DEFINE_INSTANCE instead of
NET_DEVICE_INIT_INSTANCE as the driver is devicetree based and it
lets us remove DT_LABEL usage in the driver itself.

The driver supported getting register shift from Devicetree, from a
custom definition in SoC headers (fragile) or, it took a default value.
This change simplifies things by making reg-shift property required in
all instances.

The ns16550 flags reg-shift property as optional. In case it is not
supplied, the ns16550 driver relies on a value defined in <soc.h>, or,
by default it takes 4 (shift by 2).
This patch adds the property to all ns16550 nodes, with the following
values:
- 2 if SoC did not have any custom value defined by
UART_REG_ADDR_INTERVAL (corresponds to 1 << 2 = 4)
- If SoC defined DEFAULT_REG_INTERVAL (snps_arc_iot/it8xxx2), use such
value (4=2, 2=1, 1=0).
These changes will allow simplifying the ns16550 driver.

Remove uncrustify configuration file in favor of using clang-format, a

Prefer clang-format over uncrustify for source code formatting.
uncrustify configuration files will be removed in future commits.

The amount of options available on clang-format has become quite
extensive over-time, making a dumped file difficult to read or maintain.
In this patch the .clang-format has been re-written by inheriting from
LLVM (default) since most of the options can be re-used to match the
Zephyr/Linux coding style conventions.
Note: The 14 release has interesting options for Zephyr, in
particular, these new settings would be beneficial:
IfMacros:
- CHECKIF
SpaceBeforeParens: Custom
SpaceBeforeParensOptions:
AfterForeachMacros: true
AfterIfMacros: true

When supporting chain PDUs, after HCI reset the first PDU
allocated did not initialize its next pointer causing use
of unallocated PDUs for chaining while a duplicate of such
PDU buffer being allocated for other states/roles. This
causes in certain cases both Extended and Periodic PDUs
having same data, the Extended Advertising PDU being
transmitted at the instant of the Periodic Advertising.

Before mbedTLS 3.0 there was just SHA512 option, which enabled both SHA384
and SHA512 support. mbedTLS 3.0 introduced SHA384 specific option, which
means that SHA384 got unsupported after merging
commit 4e6cfb67f9 ("modules: mbedTLS: Bump mbedTLS to 3.0").
Introduce SHA384 Kconfig options, so that support for it can be selected in
project configuration if needed. Since SHA384 still depends on SHA512 to be
selected, add such dependency in Kconfig.
Select SHA384 support in non-generic (not configured by Kconfig) mbedTLS
config headers, so that previous (before mbedTLS 3.0 was merged) behavior
is regained.
