Add a new callback for when the broadcast source has been
created. This callback is useful for the application to
configure the periodic advertising with the BASE of the
broadcast source. Configuring and starting the
periodic advertising with the BASE at that point in time
may optimize how quickly the procedure can be completed.
A callback was chosen, rather than having the stack set
up the data itself, because that the application may
want to add additional data in the periodic advertising,
and thus the owner of the data should be the application,
and not the stack.

IPv6 addresses were not being removed when WiFi connection fails
from the AP side (STATE_UNASSOCIATED). This causes stale IPv6
addresses to remain on the interface, preventing proper cleanup
and potentially causing issues on subsequent connection attempts.
Set the network interface to dormant state when STATE_UNASSOCIATED
is detected in the WiFi module stats event handler. This ensures
that IPv6 addresses are properly cleaned up during connection
failures.

According to NXP AN12949 (2.1.2) and UM11295 (2.1.5/10.1), the size of
the Protected Flash Region (PFR) is 12 KB, located at 0x3d000 to 0x3ffff,
and included in all LPC55S1x/LPC551x devices.
The common DTS include file for all LPC55S1x/LPC551x devices is intended
to provide the maximum flash memory configuration for 256 KB devices and
can therefore only allocate 244 KB for customer-usable flash memory. The
PFR must be 12 KB in size and bound to address 0x3d000.

If `CONFIG_SDMMC_STM32_EMMC=y`, the compiler complains about undefined
reference to `HAL_SD_Erase()` because those files are not included in the
build. Unfortunately, if eMMC is installed `CONFIG_SDMMC_STM32_EMMC=n`
is not an option because the SD and eMMC protocols are different enough
that eMMC will not work.

1. Update PM latency sample messages to match current
policy semantics where states with
exit_latency_us == max_latency_us remain eligible.
2. Adjust expected state transitions in the sample flow:
- Under 30ms constraint, 1.3s sleep now expects STANDBY.
- Under 20ms effective constraint, 1.2s/1.3s sleeps
expect SUSPEND_TO_IDLE.
- Under 10ms constraint, sleeps expect RUNTIME_IDLE (not ACTIVE).
3. Update twister console regex expectations with actual runtime logs.
4. Fix final log text expectation from 'Removing latency constraint'
to 'Removing latency constraints'.

The comment definition for pm_policy_latency_request_add
states: states that exceed the given latency are unavailable.
However, the implementation in pm_policy_latency_update_locked
does not use the greater-than operator, so according to the
semantics, it should be changed to > to be consistent.

Currently, the declaration of the function
pm_policy_device_is_disabling_state is located
within the CONFIG_PM block in policy.h, so the
function prototype is visible as long as PM is
enabled. However, the implementation only exists
in policy_device_lock.c, which is only compiled
when CONFIG_PM_POLICY_DEVICE_CONSTRAINTS=y.
This causes a situation where when CONFIG_PM=y
and CONFIG_PM_POLICY_DEVICE_CONSTRAINTS=n, the
function is "declared but not implemented" which
will result in a linker failure if the function
is called.
This commit moves pm_policy_device_is_disabling_state
into the same CONFIG_PM_POLICY_DEVICE_CONSTRAINTS macro
block as pm_policy_device_power_lock_get/put; and
provides a static inline stub that returns false in
the else branch (consistent with the existing
power_lock_get/put style).

Fix OBEX abort response handling when no active client exists by
tracking the last executing client and its previous opcode.
- Add _last_client pointer to track the most recent executing client
- Add _pre_opcode to store the opcode before clearing _opcode
- Save client state before clearing opcode in all operation handlers
- Implement obex_get_last_client() to recover client context for abort
- Handle abort responses even when _active_client is already cleared
- Clear last client tracking on transport connect/disconnect
This ensures abort responses are properly delivered to the correct
client callback even if the operation has already completed.

On siwx91x, no data cache is associated with the main flash. Therefore,
all accesses to data stored in flash penalizes performances (22 CPU cycles
for 1 data access). This patch allow the user to enable
CONFIG_SLOW_FLASH_DATA

(tests/benchmarks/app_kernel/) run up to 300% faster, while the typical
improvement is around 10-50%.
