e18fcbba5a device: Const-ify all device driver instance pointers
Now that device_api attribute is unmodified at runtime, as well as all
the other attributes, it is possible to switch all device driver
instance to be constant.

A coccinelle rule is used for this:

1a5c47cf30 eth: mcux: Support devices not using SMI for PHY setup
Some ICs - like DSA switches (e.g. ksz8794) - do not use SMI to setup
and configure PHY.

This change introduces a new Kconfig define - CONFIG_ETH_MCUX_NO_PHY_SMI
- to allow replacing SMI communication with SPI or I2C.

6e8775ff84 devicetree: remove DT_HAS_NODE_STATUS_OKAY
Several reviewers agreed that DT_HAS_NODE_STATUS_OKAY(...) was an
undesirable API for the following reasons:

- it's inconsistent with the rest of the DT_NODE_HAS_FOO names
- DT_NODE_HAS_FOO_BAR_BAZ(node) was agreed upon as a shorthand
  for macros which are equivalent to
  DT_NODE_HAS_FOO(node) && DT_NODE_HAS_BAR(node) &&
- DT_NODE_HAS_BAZ(node), and DT_HAS_NODE_STATUS_OKAY is an odd duck
- DT_NODE_HAS_STATUS(..., okay) was viewed as more readable anyway
- it is seen as a somewhat aesthetically challenged name

Replace all users with DT_NODE_HAS_STATUS(..., okay), which is
semantically equivalent.

This is mostly done with sed, but a few remaining cases were done by
hand, along with whitespace, docs, and comment changes. These special
cases include the Nordic SOC static assert files.

df56ce3efb drivers: ethernet: mcux: rework how unique mac is determined
Instead of having a Kconfig property, if there is no local-mac-address
property in the devicetree than we'll generate a unique MAC address
based on unique ID registers on the SoC.

We remove the local-mac-address properties in the SoC dtsi files to
match the default behavior that existed before (ie, unique MAC address)

b19cf0bed3 drivers: eth: Get Manual MAC address from devicetree
Move from a Kconfig to select/initialize the MAC address to using the
"local-mac-address" property in devicetree.  If the property is set the
drivers will initialize the mac-address from the devicetree (unless the
mac address is all 0's).  The MAC address might get overwritten by
either a driver specific means or by the setting of
"zephyr,random-mac-address" in the devicetree.

4ae72db135 net: Enable PM settings on network devices
By changing the various *NET_DEVICE* macros. It is up to the device
drivers to either set a proper PM function or, if not supported or PM
disabled, to use device_pm_control_nop relevantly.

All existing macro calls are updated. Since no PM support was added so
far, device_pm_control_nop is used as the default everywhere.

6c1afb0779 drivers: eth: mcux: Write correct data into PHY_CONTROL2_REG register
Starting a SMI write operation without waiting for completion of the
preceding SMI read operation cause the write operation to fail if
the time between the 2 operations it too short. This leads to the
PHY being in an unusable state on the MIMRT1060-EVK eval board.

In addition the value of the register was not used, as consequence
some bits were not preserved.

The solution is to do a read/modify/write to set only the
ref clock bit, which sets the PHY into 50MHz clock mode,
and keep the value of the other bits.

a3d413c51a drivers: eth: mcux: Fix PHY access in eth_mcux_phy_setup
It is necessary to poll the ENET_EIR_MII bit before reading
the data register as explained in the i.MX RT1060 reference
manual in chapter 41.7.17.4.
Use PHY_* functions from NXP HAL to correctly access the PHY
registers.

92481765a2 drivers: ethernet: Set the context iface ptr to main interface
If the Ethernet driver has VLAN enabled (only native_posix, mcux
or gmac has VLAN supported), then the iface pointer in ethernet
context should contain the main network interface. This is needed
so that the interface will get link address set to it properly.

e124c1cd34 eth: mcux: Do not set carrier ON if interface is not known
It is possible that the network interface is not yet initialized
when status of the PHY changes. In this case we must not call
net_eth_carrier_on() as that will cause a crash.
This was noticed with mimxrt1050_evk board.

c0ae674630 drivers: ethernet: stm32, sam, mcux: correctly set LAA bit
When randomly generating MAC addresses they will always be
locally administrated addresses, so the LAA bit should be set.
The LAA bit is the 2nd bit of the 1st byte of the MAC address
not the 2nd bit of the 4th byte.

ec2ba8d968 drivers: eth_mcux: update for dts change to local-mac-address
uint8_array values are now generated as structure initializers.  Update
the code accordingly.  The implementation assumes that existing
devicetree source does not provide the correct OUI so preserves the
in-driver override of the value provided by devicetree and its setting
for random/unique addresses.

f0db8772f5 eth: eth_mcux: wait in send for the packet to be sent [REVERT ME]
Wait in the send callback for the packet to be actually sent.
After this change, only one TX packet will be handled at once.
This is needed because of the way the TX packets are currently handled
in L2 after this PR: #12563

This is similar to what #13167 did for the SAM GMAC on SAM E-70.

Without this, packet time-stamping does not work with the current stack.

This commit is minimalistic on purpose to make it easily revertible when
the network stack is able to properly handle DMA drivers for TX packets
again.

c14a5c896f drivers/ethernet: Use new net_pkt API for sending and receiving
Use the new API where relevant. Only sam_gmac is left aside for now.

This simplifies a lot the code as the caller should only care about
allocating net_pkt and its buffer once, and thus will not need to mess
with "frags" etc...

364751e029 drivers: eth_mcux: Optimize check if received frame too large
For some reason, there was sequence like:

1. Get size of RX packet.
2. Allocate pkt buffer.
3. Check if the size of RX packet is too large, then deallocate pkt
buffer and error out.

Instead, reorder operations to check size before allocating buf.

bff65b6330 net/ethernet: Let's remove the use for ll reserve
There is no need to reserve any space for each frag, as the l2 will
allocate a frag for the ethernet header, arp will do the same.

This is one step further to removing the concept of ll reserve.
