The `Kconfig.defconfig` is not good place for put `select PINCTRL`.
Drop `select PINCTL` from `Kconfig.defconfig` and add it at each
driver's Kconfig.

Solves two identical issues listed below:
Issue 1: I2C scanner example for DesignWare hardware gets stuck
indefenitely resulting in system hang up.This is because DW I2C driver
does not handle 0 byte transfer correctly which is the case for I2C
scan example.
Fixed it by overwriting the msg length to 1 if it is 0 and the
buffer is not NULL.
Issue 2: Similarly, if the I2C pins are not pulled up (nothing connected
to I2C pins), the DW hardware does not actually send the data
(assuming contention on the bus) hence not releasing the semaphore
resulting in calling thread waiting forever.
Fixed it by adding a timeout to k_sem_take call and return error if
cannot successfully acquire it.
Tested scenarios where nothing was connected on the bus and saw the
I2C scan example complete the whole scan command. Then connected
two different sensors on the I2C bus and saw both the address on the
console. Tested both the uses cases on Raspberry Pi Pico.
Fixes#70332.
Found that micropython tackles the same issue by implementing I2C scan
commands with Soft I2C because the same reason mentioned in Issue 1.

The HAS_I2C_DW was to limit Kconfig visibility to only platforms
that utilize the I2C DW IP. The Kconfig for I2C_DW depends on
DT_HAS_SNPS_DESIGNWARE_I2C_ENABLED which will cause the same
visbility limitation to only platforms that have I2C DW devicetree
nodes. Thus we can remove HAS_I2C_DW and its references.

Update i2c drivers to use DT_HAS_<compat>_ENABLED Kconfig symbol
to expose the driver and enable it by default based on devicetree.
We remove 'depend on' Kconfig for symbols that would be implied by
the devicetree node existing.

With some additional macro-magic we can remove the CMake-based header
file template feature, and instead take advantage of the usual
DT_INST_FOREACH_STATUS_OKAY() macro.

Introduce a Kconfig variable that the SoC can set to indicate the
number of instances in Device Tree. This also fixes the accuracy of
the Elkhart Lake instance count where the code was previously assuming
up to 12 instances even though DT lists 15 nodes.

The <description> cleanup was done with this command, along with some

The legacy PCI support in the DesignWare I2C driver is replaced with
the new PCIe support. The Intel Quark X1000 SoC and the galileo board
configurations are updated accordingly.

This allows the shared_irq driver to be configured by device tree.
With previous implementation, only the board configuration can
override the IRQ trigger, as the trigger config is a "choice" rather
than "config". With this patch, the driver can be fully configued at
the SoC level.

When users are configuring nRF applications they are given the option
to enable the DesignWare I2C driver. But they should not be given this
option because nRF SoCs do not have DesignWare I2C HW.
This commit hides the driver by default by introducing the config
option HAS_I2C_DW.

Bool symbols implicitly default to 'n'.
A 'default n' can make sense e.g. in a Kconfig.defconfig file, if you
want to override a 'default y' on the base definition of the symbol. It
isn't used like that on any of these symbols though, and is
inconsistent.
This will make the auto-generated Kconfig documentation have "No
defaults. Implicitly defaults to n." as well, which is clearer than
'default n if ...'

I2C_0 instead of I2C0 and I2C_1 an instead of I2C1.
