c0139fad06 drivers: gpio: mmio32: update gpio_mmio32 to behave like other divers
The current implementation requires SoCs/Boards to manualy instantiate
the preripherals and initilize them.

The change lets Zephyr rely on the device tree setup to instantiate &
initialize the relevant gpio peripheral.

64968d7402 drivers: gpio: fix optional operations usage
Only provide implementations for optional operations if needed. This
patch deletes quite a few dummy `pin_interrupt_configure` ops (now
optional), and adjusts ifdeffery on some drivers so that optional ops
are only provided if they implement real functionality.

e18fcbba5a device: Const-ify all device driver instance pointers
Now that device_api attribute is unmodified at runtime, as well as all
the other attributes, it is possible to switch all device driver
instance to be constant.

A coccinelle rule is used for this:

7c95d503b0 gpio: clean up internal API function prototypes
Use gpio_pin_t uniformly when passing pin indexes to the driver.  Use
gpio_flags_t uniformly when passing flags to the driver.  Change name
of pin configuration function in API function table to be consistent
with other API functions.

1f9beb193f gpio: remove legacy read/write API functions
The last external reference to these was removed when the pin
write/read functions were deprecated.  Remove the syscall support, API
function table entries, and implementation from all drivers.

8f4da10356 drivers: mmio32: update to use new GPIO API
As the mmio32 is more of a library than a proper driver, just implement
the new port functions and have pin_interrupt_configure marked pretty
much as not supported.

e7391e3068 gpio: Add gpio_mmio32 driver to access basic 32-bit i/o registers
It is envisaged that this will be used by SoC or board code to make
available fixed purpose memory-mapped i/o registers to the rest of the
system which normally expects to use GPIO devices, e.g. for driving chip
select lines, LEDs or reading button states.

As such, the driver code doesn't provide a kconfig based configuration
mechanism, instead SoC/board code can hard-wire the devices it wants
with something simple like:

GPIO_MMIO32_INIT(misc_reg1, "MISC1", 0x12345678, 0xffffffffu)

Then, for example, if bit N of the register at 0x12345678 is wired up as
an SPI device chip select line, the SPI driver could be configured to
use pin N of the "MISC1" GPIO driver and not need any other board
specific code.
