Spurious TCP retries were observed using Wireshark while continuously
sending TCP packets at an interval faster than the initial RTO.
If the send list is empty and CONFIG_NET_TCP_TIME_WAIT_DELAY is used,
the retry timer will not be correctly stopped when receiving a valid
ACK. As a consequence, the timer might be running when a new packet is
queued, but the logics in net_tcp_queue_data() will not restart the
timer as it is already running. This will make the retry timer to expire
prematurely, potentially while sending packets.
The nested condition is merged into a single condition, allowing the
final else clause to be reached when a valid ACK is received.

Previously, you had to go to the Kconfig dump at the bottom of the
symbol reference page to see selected symbols (as opposed to the
select*ing* symbols, which were already listed). Might be easy to miss.
Use a format similar to the list of defaults
('- SELECTED_SYM if CONDITION').
Also list 'imply's, though I don't think those are used anywhere in
Zephyr yet.
Simplify the code generating the list of selecting symbols a bit as
well.

This commit refactors arm_mpu.c by moving all internal function
implementation that is specific to ARMv7-M architecture to a
separate internal header file. This allows to easily extend
arm_mpu.c to support ARMv8-M by including all ARMv8-M-specific
implementation in a similar internal header.

This commit refactors the _get_region_attr_by_conf(.) function,
so it does the following:
- it is renamed to _get_ram_region_attr_by_conf(), to reflect
that it is only used to configure RAM MPU regions.
- it gets an arm_mpu_region_attr_t object structure pointer
to fill-in with the derived region attributes.
- it takes an additional argument (the region base address),
which allows the function to have a common signature with the
ARMv8-M version of it (where the attribute derivation needs
the base address).

- it performs only the distinguishing between the different MPU
region types, hiding the actual MPU-specific implementation
in internal functions.

- it returs 0 or succes and a negative non-zero integer
to indicate an error.

This commit introduces a type definition for the ARM MPU
region attribute container. This allows to abstract the type
of the attribute container and make the code extendible for
ARMv8-M, where the size and structure of the attribute
container will be different.
Therefore, we can, now, move the definition of the region
data structure in the common arm_mpu.h header.

Updated the implementation of PHY update procedure to not
assert when peer master violates the Bluetooth Specification
v5.0 Vol.6 Part B Section 5.3 Procedure Collisions. Instead
disconnect the link with reason Different Transaction
Collision (0x2A).
Certain phones in the market perform Connection Update
Procedure and do not correctly handle remote initiated
colliding PHY update procedures. They try to perform both
the transactions involving an instant simultaneously
violating the Bluetooth Specifications.
Implementation in Zephyr is updated to gracefully handle
the violating remote master device, and not fatally assert
in the local device.

Due a design goof, the top-level Kconfig file passed to
Kconfig.__init__() wasn't looked up relative to $srctree. This broke a
planned fix for an issue with the CI check for references to undefined
Kconfig files in external projects.
Update Kconfiglib to upstream revision 953cc12464 to fix it.
Also update doc/CMakeLists.txt to pass 'Kconfig' instead of '../Kconfig'
to genrest.py. $srctree is already set to $ZEPHYR_BASE.

PR #8729 removed the old GPIO_NRF5 driver in favor of an
nrfx-based one. The reel_board still references the old one,
causing CI failures.

As reported in issue #9494, BT samples are using the off-chip
UART-based BT controller on 52810. But the on-chip BT controller is
supported on 52810, so this is the reasonable default when BT is
enabled.
This patch enables BT_CTLR by default when BT is enabled.
This resolves#9494.

This enables reserving little space on the top of stack to store
data local to thread when CONFIG_USERSPACE. The first customer
of this is errno.
Note that ARC, due to how it lays out the user stack and
privilege stack, sets the pointer itself rather than
relying on the common way.

I removed GPIO configuration from board files and enabled them
as default in driver Kconfig file. All boards had GPIO ports
enabled that is why I decided to enable it by default.
Power management example was changed to use new driver.
