Add support for a "generic" ARC implementation. This is a misnomer since ARC platforms are synthesized by the SOC vendor and are specifc to a given vendors implementation/configuration. This platform support if for an SOC where we are allowed to let the code to support the SOC into the wild but not allowed to name it in public. This change allows to work on support for the SOC in the open and let the rest of the community see the evolution of of the platform.
