Add support for CS IPT (Channel Sounding Inline PCT Transfer)
in the Bluetooth host stack.
Changes include:
* definition of new CS IPT HCI opcodes;
* handling of CS IPT control procedures;
* integration with existing CS infrastructure;
* necessary updates to public headers.

Remove board-specific configuration files that enabled
CONFIG_TEST_ALL_BITRATES for frdm_mcxe247, frdm_mcxe31b, and
mimxrt1180_evk boards.
These boards all have 80 MHz CAN core clocks, which means the test
suite will automatically test all bitrates without requiring
CONFIG_TEST_ALL_BITRATES to be enabled.

The nrf54l soc init configures power and clock properties like
applying trims, capacitance and setting up regulators. This must
precede the grtc driver initializing the sys clock, as it depends
on these clocks being initialized on the nrf54l series socs.
Update the nrf54l soc init to be EARLY 0, and set grtc sys clock
driver init to EARLY 1. Additionally add comments explaining why
these specific init levels where chosen.

The fast SPIM instance spi121 when routed to the slow pads of
P2 can only acheive up to 4MHz when using the maximum supported
pin drive mode NRF_DRIVE_H0H1. So limit fast@0 instance max
frequency to 4MHz and update the drive mode to the supported
NRF_DRIVE_H0H1 mode (E0E1 is not supported for any pins of P2).
The prescaler of the fast SPIM instance spi121 additionally
limits the lowest frequency to 4MHz, so leave the slow@0
instance max frequency as is.

Increase CONFIG_SPI_IDEAL_TRANSFER_DURATION_SCALING for nrf54l15dk
from default to 15 as is done for other nrf boards, and increase
the nrf54h20/cpuppr/xip as cpuppr is a bit slower than the cpuapp,
hitting a duration scale of just over 16 for the fast SPI, so
increase it to 20.

Update driver to follow this, stated in the documentation of the
spi_context_release: "appropriate time to call this would be at the
end of a transfer that was initiated by a transceive API call, except
in the case that the SPI_LOCK_ON bit was set"

The SPI loopback test suite passes up transfers nop and null buffers
to the device drivers, expecting them to return early with -EINVAL
or -ENOTSUP, before setting the CS pins. Currently the NRFX based
nRF SPIM device driver sets CS unconditionally, without checking
the buffers, resulting in no transfer while toggling CS.
Add a check of the provided buffers in the transceive() function and
return early if buffers are invalid (result in 0 lenght transfer).

Define miso, mosi and cs-loopback gpios in the zephyr,user node for

The nrf54h has a limited 4K DMA buffer, so the default large txrx
buffers of 8192 bytes is about 4 times too large. Limit to 1024
bytes for the nrf54h20 cpuapp and cpurad, the cpuppr/xip is
already limited.

3. CONFIG_NET_BUF_ALIGNMENT=32 (host cache line size).

Fixes incorrect CMake substring parsing that caused build failures on SoCs
with non-numeric suffixes (e.g., efr32fg1p). The previous logic extracted
'1p', which broke the linking path for librail_efr32xg1_gcc_release.a and
the protocol directory inclusion.
This adds regex to strip non-numeric characters for the library path and
appends 'x' for the major series wildcard directory.

Add support for the PM API to the flash simulator. This enables testing
the PM behaviour of higher level libraries that use PM in CI to ensure
there are no missing/excessive calls to `pm_device_runtime_put` by the
library. For example:
```
ZTEST(library_pm, test_pm_calls)
{
const struct device *flash = DEVICE_DT_GET_ONE();
zassert_equal(0, pm_device_runtime_usage(flash));
some_complex_flash_user();
zassert_equal(0, pm_device_runtime_usage(flash));
}
