Increase the number of MPU regions for nsim_em7d_v22 from 8 to 16
to match other ARC EM boards (nsim_em, nsim_em11d) and enable
userspace memory domain tests that require more partition regions.
With only 8 MPU regions, after allocating static regions and thread
stack regions, only 3 regions remained for memory domain partitions,
causing tests like samples/userspace/shared_mem to fail.
Increasing to 16 regions provides sufficient capacity for userspace
tests and improves test coverage on this board.

Add include files for each clock source to configure the
devicetree to use that source. This simplifies clock configuration
to including the correct header, rather than manually modifying
every mux to select the given source.

The initialization priority was hardcoded to 0. However, the initialization
takes a relatively long time (1 to 2 seconds on RW612). With this change,
the initialization priority properly follows CONFIG_ETH_INIT_PRIORITY.

Introduce documentation for using CLUTGen, a C look-up table generator
as an external module into Zephyr.
This module adds a preview build target and a cmake function that can be
used on the app CMakeLists.txt and links the generated LUTs into the
application, so the user can easily integrate into any existing or new
projects.

Move the following Kconfig options, which depend on
MBEDTLS_BUILTIN, from Kconfig to Kconfig.mbedtls:
- MBEDTLS_SSL_MAX_CONTENT_LEN
- MBEDTLS_MEMORY_DEBUG
- MBEDTLS_DEBUG_C
- MBEDTLS_ZEROIZE_ALT
Move MBEDTLS_SSL_DTLS_CONNECTION_ID within Kconfig.mbedtls to a more
suitable place.

Only depend on MBEDTLS_BUILTIN, not MBEDTLS_CFG_FILE.
We can have scenarios where MBEDTLS_BUILTIN is used but with a different
configuration file that still leverages the existing Kconfig options.

It was just used to decide whether to make CONFIG_MBEDTLS_CFG_FILE
promptless.
We can just leave the prompt always enabled; the Kconfig option is
always visible anyway and has a sensible default value.

Instead of reading the CCID and then using
bt_tbs_client_get_by_ccid to get the instance to provide the handles
event, we can now just use bt_tbs_client_get_by_index directly.
This also changes so that the upper tester will receive a
handles event for each instance, and not just for GTBS.

Add comprehensive YAML configuration support for pytest-harness
integration, replacing CLI argument approach with structured
configuration files while maintaining backward compatibility.
Key changes:
- Add --twister-config option to load test parameters from YAML
- Refactor TwisterHarnessConfig to support CLI and YAML configuration
- Move pytest parameter generation from CLI args to config files
This enables more flexible test configuration through structured YAML
files and improves the overall architecture of pytest-twister
integration.
