Implement a new test case to verify that a single tap does not trigger

ARC hardware boards set CONFIG_SYS_CLOCK_TICKS_PER_SEC=100 in their
defconfig, giving a 10 ms tick period. The timer_behavior test uses a
1 ms timer period by default, which is smaller than the tick period,
so the kernel rounds up to the next tick boundary and the test fails.

Some systems can have board layout that can cause PHY
reset to be slower. So add more checkes to make sure
PHY is completely out of reset. We basically check
1) Power down bit from BMCR register
2) Reset bit from BMCR register
3) Factory Bit in OMSO register
Tested:
Verified that on a system with slow PHY
reset, the bit verification logic helps
ensure PHY is out of reset.
If the PHY takes longer thann 0.5s, then the
PHY bit checking logic helps surface the problem.

POWER_ClearWakeupStatus for RTC was called on the PM3 exit path,
clearing the status before the application could query the wakeup source
via NXP_GET_WAKEUP_SIGNAL_STATUS().
Move the clear to the PM3 entry path, just before re-arming the wakeup
source. This matches the existing GPIO wakeup status handling which
already clears on entry.

The system clock frequency was not initialized, causing the
`Cy_SysLib_Delay` family of PDL functions to delay for an incorrect amount
of time.
This was fixed for the M55 in #101015, but the fix was not applied to the
M33.

Just enable Kconfigs for MLDSA-87. This is not tested because it's still
an internal driver for TF-PSA-Crypto and it's not exported yet through
PSA API.
This is necessary to validate "mldsa-native" module integration in Zephyr.

Upstream Mbed TLS project places "tf-psa-crypto" submodule inside
"mbedtls" and "mldsa-native" inside "tf-psa-crypto". Unfortunately this
creates problem with "west", in particular with caching done by the CI.
Resolve this problem by checking out both "tf-psa-crypto" and
"mldsa-native" directly in "modules/crypto", so at the same level of
"mbedtls".

Power managed devices should be able to return -EBUSY at
pm_action() (driver) calls without generating error log messages.
Suppress such error messages to allow the driver to decide at
sleep time if it still is unable to suspend, without generating
log noise.

UVC counts frame intervals as 100ns units, so to get a number in
nanosecond, the value from USB needs to be divided by either
(USEC_PER_SEC * 10) or (NSEC_PER_SEC / 100). A mix of the two
was used.
