Device activation always follows the same sequence, we first write the
SSD16XX_CMD_UPDATE_CTRL_2 register followed by
SSD16XX_CMD_MASTER_ACTIVATION. Create a helper function that performs
both of these actions.

GCC 11 and above may generate a warning when dereferencing a constant
address pointer whose address is below the value specified by the
`min-pagesize` parameter.
This commit sets the `min-pagesize` parameter to 0 such that GCC never
generates the warnings for any constant address pointers.
For more details, refer to the GCC PR99578.

This changes the return value of uart_mux_send() to return
how many bytes sent instead of simply zero for any bytes sent.
This would make it consistent with other UART send commands where
they return number of bytes sent.

CONFIG_ISR_STACK_SIZE and CONFIG_ARC_EXCEPTION_STACK_SIZE are
used in arc asembler code without C wrapper on them with following
manner:
---------------------------->8----------------------------
/#define INIT_STACK z_interrupt_stacks
/#define INIT_STACK_SIZE CONFIG_ISR_STACK_SIZE
mov_s sp, INIT_STACK
add sp, sp, INIT_STACK_SIZE
---------------------------->8----------------------------
In result we can get stack unaligned if we have
CONFIG_ISR_STACK_SIZE or CONFIG_ARC_EXCEPTION_STACK_SIZE
values unaligned. There is no point to have unaligned stack
size - so let's check against such configurations in
compile time.

This option was previously enabled only if the M extension was
available, because typical compilers do not provide internal libraries
for RV32IAFC so builds fail at link-time. An appropriately-configured
compiler (such as GCC configured with
`--with-multilib-generator=rv32iac-ilp32--f`) can support such a build
however, so don't lie about the presence of an FPU.
This doesn't affect existing builds because CONFIG_FPU gates use of the
FPU, and is off by default. Enabling CONFIG_FPU will require an
appropriately-configured compiler, possibly also requiring careful
choice of CONFIG_FLOAT_HARD.

The examples showing how to include an extra Zephyr project into the
build wrongly used `BUILD_ALWAYS True`.
The `ExternalZephyrProject_Add()` already adds this flag implicit to
ensure Zephyr based projects are always built correctly.
Thus remove the flag in the doc example as it is wrong and causes CMake
error if users tries to pass on this flag.

Persist timer should implement exponential backoff, as per RFC 1122:
The transmitting host SHOULD send the first zero-window
probe when a zero window has existed for the retransmission
timeout period (see Section 4.2.2.15), and SHOULD increase
exponentially the interval between successive probes.
Implement this, by following Linux behaviour, and simply double the
timeout or each probe transmission.
Additionally, prevent reseting the persist timer in case an
acknowledgment is received with zero window size, and the timer is
already running.

Currently the USB-C PD dead battery support is disabled very early in
the boot process, in order to give access to CC1 and CC2 pins to the
application. However this breaks dead battery support as this instructs
the PD source to stop delivering power.
This commit changes the behavour to keep the internal pull-up in dead
battery pins enable if the UCPD driver is enabled, and the corresponding
UCPD peripheral is also enabled. The code is a bit complex as it aims to
support possible G0 devices with a single UCPD controller (as opposed to
the current one), and also because I haven't found any simple way to
match the UCPD peripheral with the bits in the SYSCFG_CFGR1 register (I
used the same trick with the base address as in the driver).
Given I have not been able to get that working with macros, the check is
done at "runtime", however GCC is smart enough to optimize the code. The
generated code is identical if none of the UCPD peripheral is enabled.
