To avoid compilation issues when including tbs.h header file when
CONFIG_BT_TBS_MAX_URI_LENGTH is not set, just pass the URI pointer
instead of an array in bt_tbs_client_call structure.

In case of ARCv3 64 bit we have only one 64bit accumulator
register instead of register pair, so fixup register
save & restore code.
While we at it also make ARC_HAS_ACCL_REGS option (which
controls accumulator reg/regs save & restore) default
for HS5x and HS6x as well - as it should be.

The bbc_microbit boards end up enabling CONFIG_SENSOR because of
CLOCK_CONTROL_NRF_USES_TEMP_SENSOR. This ends up enabling the I2C
bus which causes CONFIG_I2C_TEST=y. We end up with a build conflict
betwee the i2c_test.c driver and the test case code. So the easiest
solution is to just exclude the platforms from this test.

Beacon test had trick for extended advertiser. That has been added as
conditional compilation. Additionally, waiting beacon procedure
waits for 1 more second to avoid boundary case since
the extended advertiser is more precisionive.

Extended advertiser has better latency without any delays than legacy one.
If couple of config model commands start sequently then
the first ones are received normally but the next one are transmitted in
parallel with leftover communication (retransmissions) of the previous one.
That causes collisions and broken test despite the functionality itself
is ok. Adding delays between commands solves crossovering tx time.

If LPN loses Subscription List Add Confirmation it repeats
Subscription List Add frame. Friend doesn't check both
transaction number and presence addresses in the list.
That causes situation when Friend fills the same address
full list.

With extended advertiser a precision of transmission becomes high.
The first frame is emitted quite quickly. The scanner latency
config option to enable scanner a bit in advance is not sufficient.
Sometimes replays on Friend Poll are lost.

The function will be used to update the RSI value. The returned value
can be later used in advertisement data for set identification. This
removes the need of specific bt_csis_advertise function so that the user
can call the API to generate new RSI once needed (e.g. on RPA change).
This allows the user to manage the advertisement data to fit it's needs.

the queue, but find the first one that can be sent using the channel.
This makes sure that eg. packets that shall be sent on an unenhanced ATT
channel are not blocked by packets that shall be sent on enhanced ATT
channels.

It is frequent to find variable definitions like this:
```c
static const struct device *dev = DEVICE_DT_GET(...)
```
That is, module level variables that are statically initialized with a
device reference. Such value is, in most cases, never changed meaning
the variable can also be declared as const (immutable). This patch
constifies all such cases.
