In order to bring consistency in-tree, migrate all subsystems code to
the new prefix <zephyr/...>. Note that the conversion has been scripted,
refer to zephyrproject-rtos#45388 for more details.

Pushes all work done in the topic-ble-llcp branch into main branch
This is a refactoring of the LL control procedures; the refactored
control procedures are hidden behind a KConfig option and
per default disabled
Goal of the refactoring:
close issue Link Layer Control Procedure overhaul #15256
make it easier to add/update control procedures
Refactoring consists in principal of writing explicit state machines
for the control procedures.
To reduce the risk of regression errors unit-tests have been added

Feature exchange procedure
Version exchange procedure
ACL termination procedure
Connection parameters request procedure
LE Ping procedure

functions, remove use of function just to return Extended
Advertising Random address and replace with simple
assignment statement.

This adds support to allow advertising PDUs to be linked which is
required to send advertising trains, i.e. AUX_CHAIN_IND.
PDUs are linked with a simple single-linked list, the pointer to next
PDU is stored at the very end of PDU buffer. This prevents it from
being overwritten if PDU is modified and allows for build time offset
calculation.
There are few helpers added to make handling easier, e.g.:
- get next linked PDU
- get last linked PDU
- link one PDU to another
- link PDU at the end
- release all linked PDUs (except for 1st)

Remove inclusion of vendor specific internal LLL include
files in ULL source code.

There's not need to mark advertising set as created by either legacy
or advertising command since this is determined by current so-called
HCI advertising mode which determines whether host uses legacy or
extended advertising commands.

move misc/slist.h to sys/slist.h and
create a shim for backward-compatibility.
No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.

This is a squash merge of commits introducing the new split
Upper Link Layer and Lower Link Layer architecture of the
Bluetooth Low Energy controller.
This introduces a new, improved Link Layer based on the
concept of split responsibilities; The Upper Link Layer
(ULL) is in charge of control procedures, inter-event
scheduling and overall role management. The code for the
ULL is shared among all hardware implementations. The
Lower Link Layer (LLL) is responsible for the intra-event
scheduling and vendor specific radio hardware access.
The communication between ULL and LLL is achieved through
a set of FIFOs that contain both control and data packets.

Preparation to introduce the Upper Link Layer (ULL) and
Lower Link Layer (LLL) split architecture.
- Move SoC dependent HAL to vendor specific folder.
- Preparation to split data structures into ULL and LLL
types.
- Added more role and state conditional compilations.
- Added some work-in-progress implementation of advertising
extensions, will be used as inspiration in the new split
architecture work.

This allows to provide public address for controller without using
VS HCI command from host. Useful for controller only builds or
combined builds that are not using VS HCI commands.

Refactor Kconfig and CMakelists.txt to be able to
conditionally compile in BT_LL_SW variant in the controller
subsystem. This is done to support future controller with
