syscon_sanitize_reg() was silently rounding down misaligned offsets to
the nearest aligned address via ROUND_DOWN(). This masks caller bugs:
an offset of 0x03 with reg_width=4 would silently become 0x00, reading
the wrong register with no error reported.
Change to reject misaligned accesses with -EINVAL instead.

Add a spinlock to the generic syscon driver data so that concurrent
register accesses from multiple consumers are serialized per-device.
Also introduce syscon_update_bits() which performs an atomic
read-modify-write under a single lock hold.

Use the "zephyr-keep-sorted-start/stop" comment to have CI check
the alphabetical order of includes, to help reducing the chance
of conflicts while contributing drivers.

Unify the drivers/*/Kconfig menuconfig title strings to the format
"<class> [(acronym)] [bus] drivers".
Including both the full name of the driver class and an acronym makes
menuconfig more user friendly as some of the acronyms are less well-known
than others. It also improves Kconfig search, both via menuconfig and via
the generated Kconfig documentation.

With the incoming removal of kernel.h/types.h from init.h, lots of files
start to show compile errors because they relied on indirect
definitions, including errno.h.

The sys* ops like sys_clear_bit are indirectly included via arch CPU
header. Other stuff like find_msb_set end up included via this header as
well.

In order to bring consistency in-tree, migrate all drivers to the new
prefix <zephyr/...>. Note that the conversion has been scripted, refer
to #45388 for more details.

Currently the generic driver is always unconditionally compiled. Fix
this by compiling it only when needed.

simply build a separate static library as most other
driver types are doing this already.

A syscon device is a device managing a memory region containing a set of
registers that are not cohesive enough to represent as any specific type
of device. We need a driver for that because several other drivers could
use the same region at the same time and we need to io-map the region at
boot for MMU enabled platforms.
