Move the Segger RTT module Kconfig to modules/segger/kconfig. The Segger
debug library is not a driver and should not reside under drivers/debug.

According to Kconfig guidelines, boolean prompts must not start with
"Enable...". The following command has been used to automate the changes
in this patch:
sed -i "s/bool \"[Ee]nables\? \(\w\)/bool \"\U\1/g" **/Kconfig*

Make custom RTT locking configurable and select it where it is needed.
When using RTT for tracing we want to use the default locking.
Update both segger and tracerecorder modules to support that.

Enables optionally placing Segger RTT and SystemView data in the DTCM
linker section instead of the default data section. This is needed on
SoCs in the i.MX RT series that use cacheable external SDRAM to store
data.

Move rtt configuration options to drivers/debug and split the
systemview configuration.
drivers/debug will service for this class of drivers that are enabled in
debug mode only and provide a hardware interface to the system.
