clean up usage of select USE_STM32_LL_RCC, USE_STM32_LL_EXTI
and USE_STM32_LL_PWR from Kconfig.stm32
this modifications due to the include unconditionally of
stm32xxxx_ll_rcc.h, stm32xxxx_ll_exti.h and
stm32xxxx_ll_pwr.h in the HAL.

These clock selection Kconfigs should have been deprecated for
more than 2 releases, remove them:
- `CONFIG_COUNTER_RTC_STM32_CLOCK_SRC`
- `CONFIG_COUNTER_RTC_STM32_CLOCK_LSI`
- `CONFIG_COUNTER_RTC_STM32_CLOCK_LSE`

Add support for using the sub second registers. It allows reading and
setting alarm with the sub second tick resolution.
The RTC module is configured to get as high frequency as possible, which
equals the source clock (RTCCLK) divided by 2. To get such frequency,
the asynchronous prescaler is set to 1.
According to RM, setting the asynchronous prescaler to a high value
minimize consumption, so the change increase the power consumption.
Use a config to enable the sub second support.

New RTC API seems to conflict with old RTC implementations based on
COUNTER
This scheme follows Zephyrproject-rtos issue 56599 while keeping backward
compatibility.

This commit changes the ability to keep the RTC value between resets, and
turns it off by default.
Though this feature makes sense for an RTC counting the time and date,
here it is used as a counter. As such the registers used for coutning
should be reset after each MCU reset.
This change puts back in place the previous behavior before the Kconfig
CONFIG_COUNTER_RTC_STM32_BACKUP_DOMAIN_RESET was removed.

Update counter drivers to use DT_HAS_<compat>_ENABLED Kconfig symbol
to expose the driver and enable it by default based on devicetree.
We remove 'depend on' Kconfig for symbols that would be implied by
the devicetree node existing.

Allow the disabling of reseting of the backup domain. This gives
the possibility to keep the content of the 20 backup registers
and use them to store information that survives a reboot.
