Update the versions of tools used to generate documentation locally and
include a description of the message filtering now included in the doc
build Makefile (formerlly only done in the CI scripts).
Also, include the documentation docs in the developer guides to help
folks that want to contribute and generate docs locally.

List all required modules in one file and just call pip with this
file to install all needed modules instead of listing them
individually.
Added gitlint and pyocd and other required packages to the list.

Updated the README.rst describing how to setup the document building
tools on an Ubuntu system (listing versions of tools) and how to
generate a local copy of the html documentation.

Instead of including the rtd theme in zephyr use an installed instance,
if nothing is installed, use the default zephyr theme.

Removes the Sphinx specific ReST Markup from th README.rst file.
This allows basic ReST converters to render the README without
markup showing raw.

To make the documentation readable from the source I want to get rid of the
substitutions for the project name an code name. This does not add any values
and makes it unreadable when looking at the text files directly. It also causes
some issues when people use those without actually knowing what they represent,
resulting in some weird and redundant language.
