Add .. zephyr:board-supported-runners:: to the Programming and Debugging
section of the documentation for each board that has one such section,
as this is the most natural place to put it.

Gap filling in hex files are now disabled per default, and therefore
there is no reason to explicitly disable gap filling.
It has never been possible to disable gap filling in binary files.
Disabling gap filling would just result in the binary file to be gap
filled with the tool's default value, objcopy=0x00.

To accommodate for some slow tests on up2.
For example: tests/arch/x86/info/arch.x86.info.userspace
Execution time of this test is close to 55s and sometimes
above up to the 60s.

Full name was set based on the information available either in board
documentation or in Twister files.
Whenever applicable, vendor name was dropped from the full name so that
all boards have a consistent naming scheme.

Zefi was only including include/zephyr but not the generated include
directory that contains autoconf.h. This commit fixes that.

Convert the H4 driver to the new HCI driver API. This includes updating
also any boards that use the driver, i.e. adding the appropriate
devicetree node and chosen property to them.

This adds support for the local APIC in one-shot mode as the timeout
event source for those cases where the CPU supports invariant TSC but
no TSC deadline capability. It is presented as another timer choice.
Existing Kconfig symbols were preserved to minimize board config
disturbance.
This hybrid approach was implemented kind of backward in the apic_timer
driver but it is far cleaner to carry this here.
