Sebastian Bøe d385d86f74 cmake: toolchain: Fix 'host' toolchain variant
Fix an issue with 'ZEPHYR_TOOLCHAIN_VARIANT=host' where CMAKE_C_FLAGS
was incorrectly assumed to be set.

This fixes #21614
