Torsten Rasmussen 732c504e4c terminology: adopt CMake, python, and Kconfig code to use qualifiers
Followup: #69905

Adopting new board terminology for CMake, python, and Kconfig code to
use qualifiers instead of identifiers.

Also adjusted to board target where applicable.
