This moves the atomic_c.c from kernel to lib/os as atomic functions are not exactly kernel features. This also moves all the atomic kconfigs from kernel to lib/os as the atomic headers are already under include/zephyr/sys/. Signed-off-by: Daniel Leung <daniel.leung@intel.com>
