Select the interface whose on-link prefix has the greatest length when
multiple prefixes match the same address. Fixes wrong iface selection
when a host has several interfaces whose on-link prefixes overlap (e.g.
a shorter prefix on one link and a longer, more specific prefix on
another). Callers that pass iface == NULL still get a boolean only; no
interface pointer is written.

Configuring a pin with GPIO_DISCONNECTED currently
results in the pin being set as output due to a
fallthrough in the code. This is not supported by
the driver and should return -ENOTSUP instead.
This commit ensures that configuring GPIO_DISCONNECTED
is explicitly rejected and not applied to the hardware.

When the SenderResponseTimer expires in PE_DRS_SEND_SWAP, PE was
unconditionally transitioning to PE_SNK_READY. This is incorrect when
the port is operating as a Source, as it should return to PE_SRC_READY.
Replace pe_set_state(dev, PE_SNK_READY) with pe_set_ready_state(dev),
which selects the correct ready state based on the current power role.

Setting the pin active will hold the device in reset constantly and
causes issues with debug port access.

When sending "big messages", libmctp queues a series of packets and
calls the binding in a loop to transmit all messages. If previous
message was still being sent, transmission would fail with -EBUSY, but
libmctp wouldn't handle it.
This patch makes the UART TX blocking, so it only returns after
completion, allowing next TX to just work.

It was seen that with COVERAGE_GCOV a log entry with a floating number
was failing to compile because macro resolved during compilation was
returning negative value for _plen (error code). It seems like some
compiler artifact when coverage is enabled as adding early exit when
error is detected fixed compilation issue and log is still printed
which means that early exit case is not executed.

SweRV S4xx SoCs has an external interrupt controller by design.
The corresponding driver is enabled via CONFIG_SWERV_PIC.
However, it is not fully supported in the whisper simulator.
Accessing the controller's MMIO space will result in access
fault when PMP is enabled with catchall entry. To workaround
this, we simply skip building the driver so there will be no
invalid memory access at boot. For this to work correctly,
we need to implement some basic arch_irq_*() function to
utilize the internal interrupt controller so we can still
boot and test. For non-PMP boards, we still have the driver
enabled so it is built in CI to avoid breakage.

This commit removes the unused mcr_regs.h header from the power.c file
in the MAX32 SoC directory.
The header is not required for current power management implementation.
Furthermore, since some MAX32 SoC variants do not include this specific
register definition, removing it prevents potential build failures and
improves cross-SoC compatibility within the series.
