In order to make it easier for folks to discover available twister
options when using/searching the documentation, or when making external
search in their favorite search engine, inline the output of
`twister --help` into the docs so as to have an always up-to-date
and searchable snapshot of it.

Note that scripts/requirements-actions.txt might not be 100% the same
as what was pinned prior to the revert due to it being difficult to
restore previous versions while also accounting for the new dependencies
that were added in the meantime.

Use uv compile to generate requirements.txt from requirements.in
This works better to capture dependencies that work for multiple python
versions, not just the one that was used to generate the
requirements.txt file.

Removed coverxygen installation from the CI workflow and added it to the
requirements.txt/.in files and make it easier for anyone to potentially
use it locally.

Sphinx 8.2.0 was just released but doesn't seem to work all that well
for PDF generation. Stick to 8.1.x for now.

Update to latest Sphinx RTD Theme version.
Main benefit will be to be able to leverage Sphinx 8.0 since previous
version of the theme was depending on 'sphinx < 8.0'.

This commit adds support for categorizing code samples in the
documentation.
It introduces two new directives:
- `zephyr:code-sample-category::` to create a category and associated
brief description, that implicitly acts as a toctree too.
- `zephyr:code-sample-listing::` to allow dumping a list of samples
corresponding to a category anywhere in the documentation.

Add two new commands that automatically locally host the generated
documentation upon completion and rebuild/rehost when the input files
change without any user interaction.

Since 7eaca455fa, pyserial is required for
building docs because `DeviceAdapter` from the `pytest-twister-harness`
plugin, which is imported by autodoc, now depends on it.

This aims at helping search engines react faster to the addition/removal

The currently used PyYaml version has some vulnerabilies as
described on the pull request description. It updates to
version 6.0, removing these supply chain vulnerabily.
The OSSF Scorecard was the tool used for discovering
these vulnerabilties.

This moves to more recent versions of Sphinx and Read the Docs theme.
FWIW Sphinx 7.2.0 dropped support for Python 3.8 so we're stuck with 7.1
for now.

Improve documentation about pytest integration with Twister. Add
examples of usage, improve description of available options and
introduce automatic doc generation of two plugin classes (DeviceAdapter
and Shell) basing on their docstrings from source code.

rtd_theme 1.2.x is required when using Sphinx >= 6.0, otherwise certain
features like search are broken. Note that jQuery support needs to be
enabled manually now using `sphinxcontrib.jquery` extension. Also update
Sphinx to latest 6.x release, 6.2 as it contains some fixes.
