Two issues:
- A unnecessary parentheses pair caused rounding errors (by truncating
a small value before multiplying it).
- arch_timing_cycles_to_ns_avg() wasn't actually converting the result
to nanoseconds.

Allows to use the stm32cubeprogrammer runner on Linux to be executed
from any installation directory as long as the executable is found
in PATH.
Until now on Linux the programmer could only be used if it either has
been installed in the default location or if the executable path was
passed via the cli parameter.

wifi drivers that depends on native ethernet stack cannot perform
wifi API calls missing availability. This changes adds the ethernet_api
interface in wifi_mgmt so that it becomes possible.
Naming "offload" in "struct net_wifi_mgmt_offload" is kept because
Zephyr still has no supplicant to handle a full non-offloaded driver.

This commit sets the minimum required Zephyr SDK version to 0.15, which
is required to build the current Zephyr codebase due to the following
breaking changes:
* RISC-V ISA spec change to 20191213 requiring the Zicsr and Zifencei
extensions to be specified to the `-march` flag
* ARC64 output format name change to `elf64-littlearc64`

This commit renames the ARC64 output format from `elf64-littlearc` to
`elf64-littlearc64` as required by the updated ARC patches for the GCC

This commit updates the custom target architecture type specified for
the `SOC_OPENISA_RV32M1_RI5CY` and `SOC_OPENISA_RV32M1_ZERO_RISCY` SoC
types to be compatible with the GCC 12, which now uses the ISA spec
20191213 by default.
Note that the hack overriding the build system-default `-march` flag
for these SoCs needs to be removed and they should be properly
specified using the ISA extension Kconfigs.

Whenever binary blobs are present in the filesystem (i.e. fetched,
regardless of whether they are up-to-date or not) we consider the Zephyr
build as tainted. In order to ensure that it is marked as so, add a
Kconfig `select` statement whenever this is the case.

In order to ensure that builds properly reflect the use of binary blobs,
it is important to markt the build as tainted. For that purpose
introduce two new Kconfig options that ultimately will be reflected in
the build image itself.

The commit 8259931fce ("xcc-clang: Do not used unavailable options")
has a side-effect that builds with xcc default to use -fno-pie. This
is not a supported compiler option for xcc, resulting in failing builds.
Use same configuration for xcc as is in place for xcc-clang, and
do not use -fno-pie.

Current ztress design supports both timer context and thread
context. The timer context always uses the first element of
several global array variables like exec_cnt[] and backoff[].
But progress_timeout() is using the last element of exec_cnt[]
to calculate the progress of timer context. It is not right.
