With this commit we add a runner that is capable of flashing
the sensry sy1xx socs via uart to support the onboard OTP
bootloader. Added the sy1xx runner to the list for
automated test.

The ecpprog command is an utility written by Greg Davill for flashing
FPGAs such as ECP5 or CrossLink-NX series. Devkits typically have an
FTDI interface chip to access the external flash. FPGA image is
typically at flash offset 0x00000000 flash offset, and the Zephyr
image offset can be set via CONFIG_FLASH_LOAD_OFFSET.

Add support for xsdb(Xilinx System Debugger) used with AMD's FPGA
and SOC platforms, it is a user-friendly, interactive, and scriptable
command line interface, by design choice it's expected that platforms
to have xsdb scripts present inside their platform code.
xsdb runner has bitstream and fsbl optional arguments, bitstream is
needed for fpga targets and fsbl is needed for SOC targets, added
support for both options.

Add 'west flash' support which in the case of native_sim just start the
built application.
Reuse existing runner and rename it to be more generic as it does more
than just debugging now.
Also add debugserver command.

The NXP S32 Debug Probe is a JTAG-based probe that enables debugging on
NXP S32 devices. This probe is designed to work in conjunction with NXP
S32 Design Studio and this runner offers a wrapper to launch a debug
session from cli.
`flash` command is not implemented at the moment because presently there
are no zephyr boards that can make use of it and test it.

Linkserver is a utility for launching and managing GDB servers for NXP
debug probes, which also provides a command-line target flash programming
capabilities. Linkserver can be used with NXP MCUXpresso for Visual Studio
Code.

Add a new UF2 runner, supporting only the flash capability.
Searches for FAT partitions containing `INFO_UF2.TXT` files,
and can optionally filter on a matching `Board-ID` value in
that file.

This patch introduces a West runner for flashing and debugging with
Lauterbach TRACE32 debuggers. The runner consists of a wrapper around
TRACE32 software, and allows a Zephyr board to execute a custom start-up
script (Practice Script) for the different commands supported, including
the ability to pass extra arguments from CMake. Is up to the board using
this runner to define the actions performed on each command.
The `debug` command launches TRACE32 GUI to allow debug the Zephyr
application, while the `flash` command hides the GUI and executes the
start-up script in a background process.

Add a intel_adsp west runner instead of using misc-flasher for
intel_adsp boards. Now running the test on intel_adsp_cavs by:
west build -b intel_adsp cavs25 ...
west flash --remote-host [remote hostname or ip addr] \
--rimage-tool [path to rimage tool] \
--config-dir [path to dir of .toml config file] \
--key [path to signing key]
The intel_adsp west depends on the cavstool_server.py running
on the remote host machine.

So when for instance adding some `import wrong_module` line to a sample
runner like bossac.py this adds the text between parentheses ( ) below:
The module for runner "bossac" could not be imported (No module named
'wrong_module'). This most likely means it is not handling its
dependencies properly. Please report this to the zephyr developers.
Test tip: changes to bossac.py do not trigger a fast, incremental doc
build. touch doc/guides/west/build-flash-debug.rst does it instead.

We need all available runners to be defined as subclasses of
runners.core.ZephyrBinaryRunner in order to be able to look them up by
name at runtime. We do this by importing them from runners.__init__.
This process periodically fails when some runner or other cannot be
imported, usually because it is trying to import something outside of
stdlib and not handling ImportError.
Rather than letting this bring down the entire Python process, catch
and log the error. Sort the list again while we're here.

We used to use "em-starterkit" runner for ARC which is
basically heavy-modified "openocd" runner tweaked to
use GDB for loading and starting Elf files.
Now when loading and running Elf files is possible with generic
"openocd" runner we may us it. So we switch and get rid of
"em-starterkit" as well since we no longer need it.

Some boards require specific sequences of commands to run which aren't
generally useful for other boards. Add a catch-all runner to handle
these cases.

The runners/jlink.py script has a mechanism for erroring out if a host
tool is not installed. Abstract it into runners/core.py and handle it
from run_common.py. This will let it be used in more places.

West now supports a mechanism for extension commands. Use it to move
the command implementations that are tightly coupled with boards and
the zephyr build system back into the Zephyr repository.
This patch doesn't include test cases. Those will be moved over in a
subsequent patch.
