Check whether the preempt event matches with the head of the
pipeline before aborting the currently active event.
This is required to avoid preemption of events that became
active due to done event and there has been a race in
stopping the preempt ticker.

Avoid using sizeof to access ULL and LLL struct members.
Based on the alignment requirements of structures, due to
padding between structure members, use of sizeof of previous
struct member to access next struct member is incorrect.
Continue to use explicitly stored parent pointer to access
ULL context. Combine event header and ULL header so that
the parent pointer point directly to the combined ULL
struct.

Remove the redundant connection initiated check as the event
is closed on connection initiated and it is sufficient to
check in the prepare_cb function to abort any events in the
pipeline after the connection has been initiated.

Use an "initiated" flag in the lll_conn struct to guard the processing
of PDUs related to connection initiation (CONNECT_IND,
AUX_CONNECT_RSP). This avoids races between ULL and LLL when creating
a connection.

Move LLL header files for all roles to common folder. Move
vendor-specific content to internal header files, in particular ADV
buffer handling. Define the vendor-specific type lll_adv_pdu in a
separate header file lll_adv_pdu.h to avoid cyclic dependency when
moving ADV buffer handling to internal header file. Make sure all
internal header files are in vendor-specific folders.
The goal is to have a more consistent structure for LLL header files
and allow unconditional inclusion of non-internal LLL header files.

Remove LL_ASSERT from functions that return latest advertising PDU.
The LL_ASSERT was raised in situation that there is no memory to
store unused PDUs memory in a pdu_free queue or extra_data_free queue
Those functions return NULL in such sitation. The returned value is
verified by callers by LL_ASSERT. That gives better context if lack
of memory issue issue occurs.
Besides that there was removed a LL_ASSERT from lll_adv_pdu_and_extra_-
data_alloc. The reasons is the same as above, to give better context
when the lack of memory issue occurs.
This function is used in ULL context (ll_adv_sync_ad_data_set).
If it returns NULL the caller will return BT_HCI_ERR_MEM_CAPACITY_-
EXCEEDED to Host.

When address resolution is disabled, an identity address has
been added into the resolving list with peer IRK, and device
privacy has not been selected for the peer device then
connection indication shall not be sent to the peer that is
advertising using its identity address.

Fix missing advertising PDU length initialization which
prevented advertising PDU to be transmitted by Radio. This
issue was reproduced when connectable undirected advertising
was enabled without setting an advertising data.

Use of Data Memory Barrier instruction with memory clobber
in ARM Cortex M architectures is sufficient in the
controller implementation to keep compiler data access
instructions in order so that an ISR vectoring has memory
accesses in the correct order as intented by design.

We have convenient PHY_1M, PHY_2M and PHY_CODED symbols defined but
they are not used too much in the code. This replaces all usages of
magic numbers and other symbols as PHY constants with those symbols.

Fix issue with directed advertiser not accepting connection request
from non-privacy enabled peer that has given us a non-zero IRK.
When device privacy is enabled then ull_filter_lll_rl_addr_allowed will
return true, and update the rl_idx to entry in the resolving list.
When the directed advertiser is not privacy enabled then lll->rl_idx is
set to FILTER_IDX_NONE and will not use RPA for the target address.
The check rl_idx != lll->rl_idx will then fail (0 != 0xff) and the
connect request is denied, even though all addresses matches on-air.

Use the NRF RNG entropy device as the entropy device for bt_rand and
controller internal functions when LLL is Nordic.
Using an entropy source with a significant increase in stack usage
will invalidate all stack size configurations in the system and lead
to stack overflow issues.

This is a rework for OpenISA SW LL of
"b7220cef86 Bluetooth: controller: split: Fix densely scheduled event
preemption"
Fix LLL implementation handling preemption of currently
active radio event with densely scheduled events in the
pipeline.
Preempt timeout was stopped without consideration to there
being more queued events in the pipeline. Also, added
chaining of preemption timeouts one after the other expiry
so as to preempt currently active events by the densely
scheduled events in the pipeline.

This is a rework for OpenISA SW LL of
"4547bfb452 Bluetooth: controller: split: handle latency for cancelled
conn events" as well as subsequent fixes
Update implementation of master and slave LLL's to correctly
handle event counter values when latencies introduced due to
connection events cancelled by active events operating in
unreserved time space.
When an active radio event extends into unreserved time
space, and a connection event prepare is scheduled but at
the time of pre-emption timeout if the connection event is
cancelled then the event count and latencies needs to be
continiued to get acummulated.
In the current controller usecases the above scenarios does
not get exercised, the changes in this commit is needed for
future roles that can extend into unreserved time space and
would cancel a scheduled connection event.

The radio on the VEGA platform will now be able to resolve Resolvable
Private Addresses through the use of the CAUv3 hardware. With this
patch the RPA feature is now fully supported on the Controller:
RPA addresses are generated with local IRK and resolved with
previously exchanged peer IRK.

For the ll code we know the exact entropy device as its the one for the
SoC that we are on. So use the new DT macro's to get the entropy device
via DT_INST rather than using CONFIG_ENTROPY_NAME.

The radio on the VEGA platform supports both 1Mbps, as well
as 2Mbps BLE PHYs. It does not support coded BLE PHY. This patch
adds the necessary callback, as well as timings to enable the 2 Mbps
PHY support in the SW LL HAL for VEGA.

waiting for idle, command configuration
- adjust counter to account for missing increment
- change preemption instant to avoid missing the deadline in LLL
- decrese EVENT_JITTER_US and
EVENT_TICKER_RES_MARGIN_US (same as Nordic)
Continuous scanning and connections are working fine now.
