Move all adc driver api structs into an iterable section, this allows us
to verify if an api pointer is located in compatible linker section.

Remove all init functions that do nothing, and provide a `NULL` to
*DEVICE*DEFINE* macros.

In order to bring consistency in-tree, migrate all drivers to the new
prefix <zephyr/...>. Note that the conversion has been scripted, refer
to #45388 for more details.

Add a dummy driver for the `vnd,adc` compatible to allow compilation of
drivers utilising an ADC when running "build_all" tests.
