Update driver code and board files to use new GPIO configuration flags
such as GPIO_ACTIVE_LOW. Also add implementation of new port_* driver
API as well as gpio_pin_interrupt_configure function.

All GPIOs except VCI pins come in default GPIO mode and input disabled
Need to explicitly enable input apart from setting direction.

move gpio.h to drivers/gpio.h and
create a shim for backward-compatibility.
No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.

Adds a new xec gpio driver that can be used with the
XEC MCUs. This driver modifies the PCR1 register in order
to configure gpio settings. Interrupts are triggered by the EC
interrupt aggregator block.
