If we allocate a node in LLL and it turns out that we don't need it
(e.g. allocated connection on AUX_CONNECT_REQ, but connection handshake
did not complete and we don't need it) we still need to send it to ULL
to be released. We can use existing NODE_RX_TYPE_DC_PDU_RELEASE node
type for this purpose, but we just need to make sure it's passed from
LLL to ULL properly.
Also, since this now does not only release DC PDUs, let's change its
name to a more generic one.

When a BIG is create, it will now start sending empty BIS PDUs;
at least from an ULL perspective, as the LLL support is still
missing.

Instead of having explicit values for each entry in the enum that
has to be updated for each new entry (thus requiring manual work
which can also be error-prone), the enum will now be
self-incrementing, to make it easier and safer to add new
entries.

Removed the #ifdef's for the node_rx_type enum. Since the
savings, they just make the enum harder to read.
Furthermore it will also ensure that all the enum values
will have the same value once the enum entries are no
longer manually defined.

Align the PDU buffer reference in struct node_rx_pdu so that
node rx type specific parameters, like, terminate and sync
lost reason can be accessed without any memory alignment
issues.

Use the NRF RNG entropy device as the entropy device for bt_rand and
controller internal functions when LLL is Nordic.
Using an entropy source with a significant increase in stack usage
will invalidate all stack size configurations in the system and lead
to stack overflow issues.

With BT_CTLR_USER_TICKER_ID_RANGE it is possible for vendors to add a
number of ticker nodes for proprietary purposes. The feature depends on
BT_CTLR_USER_EXT.

Set the local RPA field of the enhanced connection complete event only
when the address was generated by the controller. If the host has
set an RPA and this one was used the controller should return all
zeroes.

This commit targets solving issue #17731 over the LL_SW_SPLIT
arch of the BLE stack in Zephyr. This functionality is exposed
to the user as HCI Zephyr Command extensions
- BT_HCI_OP_VS_WRITE_TX_POWER_LEVEL
- BT_HCI_OP_VS_READ_TX_POWER_LEVEL
which enable Tx power read/write operations within BLE radio events
on a per role/connection basis.
The functionality is enabled upon the Kconfig advanced configuration
triggered by
- BT_CTLR_TX_PWR_DYNAMIC_CONTROL
depending on the enablement of Zephyr HCI vendor-specific command
extensions.
Necessary low-level radio HAL functionality and power definitions
are also supplied to address the high-level functionality of
controlling the Tx power.

Cache the result of calling hci_get_class() to avoid repeatedly invoking
it on the same data. In order to cache it we take advantage of the fact
that both radio_pdu_node_rx_hdr and node_rx_hdr are not packed
structures and they currently have a spare padding byte (between type
and handle).

Call LLL reset functions when calling ll_reset to avoid carrying LLL
state across HCI resets. Respective functions already exist in LLL but
had not been called from anywhere.

Added support for vendor specific meta data in LLL node_rx_hdr. This
enables vendors to add "footer" data to the RX PDU, for supporting
specialized BLE features.

Fix shell app regression due to stale tmp role implementation
not fully being removed in commit 4c77bf6194 ("Bluetooth:
controller: Remove redundant tmp role implementation").
The regression caused ticker indexes outside of allocations to
be accessed causing application faults and memory corruptions.

The the footer structure and extra bytes (rssi, resolving index etc.)
were overlapping in memory, rx_ftr was moved into the header, but the
extra and footer are still being read from the same place, extra was
written to the end. So this avoided memory corruption, but reading extra
reads wrong information.

Code refactored to allow calling of a proprietary rx demux function.
This will enable implementation of proprietary protocols and
functionality that is not yet public, while keeping a common zephyr
code base.

The old footer was appended after PDU using pointer arithmetic. Now
the footer fields have been moved to the header struct, the
footer fields are now statically located in the data structure,
this is type safe and fields can be referred to by their actual
names rather than indirectly through reference to other members,
thus avoiding pointer arithmetic. Secondly, this change will pave
the way for adding other meta data in the future.

This is a squash merge of commits introducing the new split
Upper Link Layer and Lower Link Layer architecture of the
Bluetooth Low Energy controller.
This introduces a new, improved Link Layer based on the
concept of split responsibilities; The Upper Link Layer
(ULL) is in charge of control procedures, inter-event
scheduling and overall role management. The code for the
ULL is shared among all hardware implementations. The
Lower Link Layer (LLL) is responsible for the intra-event
scheduling and vendor specific radio hardware access.
The communication between ULL and LLL is achieved through
a set of FIFOs that contain both control and data packets.

types.

- Added some work-in-progress implementation of advertising
extensions, will be used as inspiration in the new split
architecture work.
