CMake `find_package(<package> <version>)` support the use of ranges,
like `1.0.0...4.0.0`.
Update the FindZephyr-sdk.cmake module to support this.
This allows looking up the Zephyr SDK with an upper boundry, for example
`find_package(Zephyr-sdk 0.16...<0.17)`.

Other toolchains uses <toolchain>_TOOLCHAIN_PATH, align Zephyr SDK
by setting ZEPHYR_TOOLCHAIN_PATH to be identical to the
ZEPHYR_SDK_INSTALL_DIR.

Introduce list mode in Zephyr-sdk module package.
The list mode allows to list all Zephyr SDK's found in the system
without loading any of them.
Signature of the list mode is:
> find_package(Zephyr-sdk COMPONENTS LIST)
Will print valid Zephyr SDKs and their path, as well as defining the
following corresponding CMake lists:
- Zephyr-sdk : List of Zephyr SDKs' version
- Zephyr-sdk_DIRS : List of Directories with a valid Zephyr SDK.
Each entry in Zephyr-sdk corresponds to the same entry index in the
Zephyr-sdk_DIRS list.

Minor cleanup of the FindZephyr-sdk.cmake module.
- Honor the QUIET flag on find_package(Zephyr-sdk QUIET)
Do not print messages when caller has specified QUIET in the
'find_package()' call.
- include Zephyr extensions CMake module.
FindZephyr-sdk.cmake uses zephyr_get() from extensions.cmake, and
therefore the proper thing to do is to include said module in order
to have the package re-usable.

As of today MWDT toolchain in case of Zephyr may use few
tools from GNU toolchain - GNU compiler for DTS preprocessing
and objcopy for section renaming.
Currently we were trying to find any GNU compiler & objcopy
which start to cause compatibility issues for new targets -
i.e. not every objcopy knows new ARC targets.
Let's use ARC GNU tools from Zephyr SDK as we still usually
require it when building with MWDT for other tools like DTC
(device tree compiler)

This improves the version checking for the zephyr SDK by searching
for newer versions that the version that was detected. This works
around the issue whereby the versions are contained in files with
MD5 hashes which might be in any order.

This commit is a rework and cleanup of the tools handling in Zephyr
CMake build system.
Instead of directly loading code a CMake modules for tool lookup, the
host tools now follows the CMake `find_package()` pattern for finding
programs / tools in module mode.
This makes it more clear which modules are responsible for finding tools
and which modules provides build integration / features.
The following tools can now be found using `find_package()`:
- Zephyr-sdk : find_package(Zephyr-sdk <version>)
- Generic host tools: find_package(HostTools)
This further allows us to decouple the `verify-toolchain` CMake script
part required by `twister` into a tool lookup module and a dedicated
CMake script which utilizes the lookup module.
