Getopt has been rework in this way that calling it does not require
extra state parameter and its execution is thread safe.
Global parameters describing the state of the getopt function have been
made available to ensure full API compatibility in using this library.
However, referencing these global variables directly is not thread
safe. In order to get the state of the getopt function for the thread
that is currently using it, call: getopt_state_get();
Extended the library with getopt_long and getopt_long_only functions.
Moved getopt libary from utils to posix.

When logging is using immediate mode then logging messages
can be processed from any context, including interrupt context.
z_shell_fprintf was asserting in that case since it allowed to
be called from interrupt context only when logging was in panic
mode. However, shell works in the same way when logging is in
immediate mode as in panic mode.
Renamed internal shell flag from panic_mode to sync_mode. Flag
is also set when shell log backend is started in synchronous
mode (immediate logging) which prevents assertion.

Previously, a `uint32_t` was aliased as an `atomic_t`. However,
with #39531, `atomic_t` is now a `long` under the hood, which
is 64-bit on 64-bit platforms.

This patch fixes the issue that can cause a deadlock in shell.
When two threads simultaneously poll the TXDONE signal, only one
of them will receive it, leaving second one stalled.
The problem was that shell's context contains k_poll_event objects that
were polled by multiple threads. Polling it overwrites the poller field
that was set by previous thread.
Instead, the k_poll_event object must be created on the stack by every
thread that wants to poll the TXDONE signal.
This makes sure that no thread will be left waiting for this signal
forever.

Shell uninitialization is not synchronous, it is deferred to shell
thread so resources used by the shell (e.g. transport resource like
uart) cannot be used until it is completed. Added callback which
notifies when all resources are released and shell is uninitialized.
Callback is called from shell thread just before it is aborted.

User can call following functions inside command handlers:
- shell_getopt - getopt function based on freebsd implementation
- shell_getopt_status_get - returns getopt status
Beware when getopt functionality is enabled shell will not parse
command handler to look for "-h" or "--help" options and print
help message automatically.

Adding dictionary commands concept. It simplifies creation of multiple
commands that are handled by a one function handler.
This is a special kind of static commands. Dictionary commands can be
used every time you want to use a pair: (string <-> corresponding data)
in a command handler. The string is usually a verbal description
of a given data. The idea is to use the string as a command syntax that
can be prompted by the shell and corresponding data can be used to
process the command.

This updates Kconfig options in the Doxygen documentation to use the new
@option ALIAS. There are three categories of fixes:
* Use of `:option:` inside Doxygen headers, which is not valid (this is
rST syntax!).
* Kconfig options that were just written as plain text and were no
references were generated.
* Use of `@rst` blocks where the only reason for using them was to have
Kconfig options resolved.

Folks found the use of @rststar/@endrststar non-intuitive (wanted to use
@rststart). The "star" was there indicating the doxygen comment lines
had a leading asterisk that needed to be stripped, but since our
commenting convention is to use the leading asterisk on continuation
lines, the leading asterisk is always there. So, change the doxygen
alias to the more expected @rst/@endrst.

The "select" command has been implemented, which allows user to
narrow down the command tree.
This implementation differs from the "select" command available
in the legacy shell. In a new implementation, if the selected
command has a handler and if the user has not entered the
registered subcommand, the shell will call the handler of selected
command and pass the text as arguments.
This may be useful, for example, if someone wants to use the
shell as an interface to a modem that supports AT commands.
Instead of each time you write e.g:
at at+command1
at at+command2
at at+command3
user can execute following commands:
select at
at+command1
at+command2
at+command3
where:
at - root command for passing at commands to the modem
at+commandX - at command passed to the modem.
