Kumar Gala bea131835d ci: Add initial buildkite ci setup
Add setup to utilize buildkite for CI purposes:

1. .buildkite/hooks/pre-command:
   * Handles getting git checkout setup against upstream repo
   * Setup some west module cache (dirs, clean out files & locks)
   * init dir for ccache

2. .buildkite/hooks/post-command:
   * Report disk usage (meant for possible debugging)

3. .buildkite/pipeline.yml [uses to determine what to do]:
   * setup zephyr env vars
   * set which docker container to use
     (export some local disk caches for git, west modules, and ccache)
   * uses plug to general build annotation on failure (junit-annotate)

4. .buildkite/run.sh [ buildkite wrapper to invoke scripts/ci/run.sh ]

The converted target value for remaining ticks was increased by one to
match original code, which used a one-sided test. The current test is
two-sided, so that increment is already present in the allowed 1 tick
error for boards with no slew, and incorporating it into the absolute
error can cause the test to fail.

Peter Bigot a4337bde28 drivers: pwm: clarify behavior
As written the specification when both period and pulse are zero is
inconsistent: allowed behavior would be to drive the pin at constant
active or constant inactive, depending on which condition was checked
first.

Clarify that driving constant active level requres a non-zero pulse
equal to period.

Reto Schneider 0b4b3ae4dd cmake, samples, tests: Use semi-accurate project names
When using an IDE (e.g. Eclipse, Qt Creator), the project name gets
displayed. This greatly simplifies the navigation between projects when
having many of them open at the same time. Naming multiple projects
"NONE" defeats this functionality.

This patch tries to use sensible project names while not duplicating
too much of what is already represented in the path. This is done by
using the name of the directory the relevant CMakeLists.txt file is
stored in. To ensure unique project names, small, manual adjustments
have been done.

Aurelien Jarno e4b62a8ce2 drivers: timer: lptim: depend on SYS_POWER_MANAGEMENT
The LPTIM driver is supposed to be only available when the SoC is
allowed to enter power sleep mode, as described in commit f30f5fff72
