This commit removes the UART_INTERRUPT_DRIVEN kconfig symbol from
the console section.
The symbols is already covered as a serial driver symbol and it
is a serial feature releated configuration option.

This commit standardize the Kconfig inclusion.
Selective sourcing of Kconfig files create conflict when merging
different configuration files (.config files).
Instead, now each kconfig symbols is dependant of its specific
DRV_* driver ksymbol.

Right now we are building minimal libc as an archive (lib.a)
and do not need to link against -lc -lm in that case.
Link against libc/libm only when using an external libc.

This commit adds the variable LDLIBS_TOOLCHAIN that, by default,
add the gcc static library to the link command.
This variable can be overriden as an environmental variable or as a make
parameter to allow the use of different toolchains different from gcc.

This commit fixes an issue with the parallel building problem.
Note: When calling $(MAKE) from a function call or from inside
another variable, instead of calling directly in target,
make cannot identify the make calls to distribute the process
load across processes. This makes the parallel building to
ommit the $(MAKE) calls in these situations from the parallelism.
