Update the files which contain no license information with the
'Apache-2.0' SPDX license identifier. Many source files in the tree are
missing licensing information, which makes it harder for compliance
tools to determine the correct license.
By default all files without license information are under the default
license of Zephyr, which is Apache version 2.

The 'run' target was missing it's dependency on the executable and
thereby behaving incorrectly.
This fixes#10639 .

To indicate the generated binary is executable on the host, add .exe
extension to the generated ELF file.

This adds support of 'make run' to the native port allowing us to run
applications natively on the host instead of qemu.
