so that the testcase tests/drivers/watchdog/wdt_basic_api
can run on this stm32f3_disco board

For auto doc generation purpose, get name value of boards' yaml files
in sync with name provided as board name in .rst file

Few boards supporting RTC were missing rtc as supported rtc feature
in yaml files. Fix this.
Add counter to all boards supporting rtc as RTC IP now support
both rtc and counter API.
Change split in 3 parts in order to lower CI load and get shippable
happy.

Add sample application for LSM303DLHC, ST MEMS
system-in-package featuring a 3D digital linear
acceleration sensor and a 3D digital magnetic
sensor.
Enable sample to build on stm32f3_disco board
during sanitycheck.

The old GCC ARM Embedded website on launchpad
(https://launchpad.net/gcc-arm-embedded) has been superseeded by the new
GNU Arm Embedded one
(https://developer.arm.com/open-source/gnu-toolchain/gnu-rm).
This also means a change of name from "GCC" to "GNU". Reflect this in
the enviroment variables so that the proper term is used henceforth.

The stm32f3_disco has 40k of ram and we have some tests that require
more than that so we need to specify it in the yaml.
