NATIVE_APPlICATION (old native_posix) does not support bulding with the
any other library than the host libC (EXTERNAL_LIBC).
MINIMAL_LIBC_SUPPORTED defaulted to y always, and instead the depends
was set in the MINIMAL_LIBC choice.
This lead to the right library selected, but an incorrectly set
MINIMAL_LIBC_SUPPORTED.
Many tests filter based on MINIMAL_LIBC_SUPPORTED, so they were
not filtered out appropriately.
Let's place the depends in the right place to avoid this problem.
Also remove a redundant depends on for PICOLIBC and NEWLIB_LIBC
which already have the dependency in their respective _SUPPORTED
option.

Since Zephyr itself does not currently support processes, but
conformant applications should still be able to link, add stubs
for the remaining POSIX functions in the POSIX_SIGNALS Option
Group.
The POSIX_SIGNALS Option Group is required for PSE51, PSE52,
PSE53, PSE54, and likely many other POSIX Subprofiles.

Currently, `PICOLIBC_SUPPORTED` could be enabled even when
neither the toolchain has picolibc nor the picolibc module is
present, this can be the case when Zephyr is built with
external toolchain (non-Zephyr SDK) + external build system
where PICOLIBC module doesn't exist.
Fix this by having `PICOLIBC_SUPPORTED` depends on either
toolchain OR module, while taking the libc++ into
consideration.
Here's the full logic table of when the PICOLIBC should
be marked as supported.

This change deprecates CONFIG_POSIX_FS in favour of
CONFIG_POSIX_FILE_SYSTEM, which maps directly to the name of the
standard POSIX Option Group.

The POSIX_MAX_FDS option does not correspond to any standard
POSIX option. It was used to define the size of the file
descriptor table, which is by no means exclusively used by
POSIX (also net, fs, ...).
POSIX_MAX_FDS is being deprecated in order to ensure that
Zephyr's POSIX Kconfig variables correspond to those defined in
the specification, as of IEEE 1003.1-2017. Namely,
POSIX_OPEN_MAX. CONFIG_POSIX_MAX_OPEN_FILES is being deprecated
for the same reason.
To mitigate any possible layering violations, that option is
not user selectable. It tracks the newly added
CONFIG_ZVFS_OPEN_MAX option, which is native to Zephyr.
With this deprecation, we introduce the following Kconfig
options that map directly to standard POSIX Option Groups by
simply removing "CONFIG_":
* CONFIG_POSIX_DEVICE_IO

implementations into device_io.c, to be conformant with the
spec.
Lastly, stage function names for upcoming ZVFS work, to be
completed as part of the LTSv3 Roadmap (e.g. zvfs_open(), ..).

With this change, we collect implementations of functions that are
part of the POSIX_FD_MGMT Option Group into one compilation unit
(fd_mgmt.c) and provide a matching Kconfig symbol that is
reflective of the standard.
Additionally, provide Kconfig options for aliases of those functions
since Newlib-based toolchains internally use an underscore-prefixed
alias for many POSIX functions (in this case _lseek).
Prefix Zephyr-native implementations with zvfs_ to prepare for the
up-coming changes in that area.

Allow Picolibc to get build from module, if the toolchain does not
include a bundled picolibc.
This should always be possible, except for native applications and
if libcpp is required.

Picolibc's 'minimal' printf mode reduces functionality and size even more
than the 'integer' mode. Use this where memory is at a premium and where
the application knows that it does not require exact printf semantics.
1.8.5 adds two more printf variants, 'long long' and 'minimal'. The 'long
long' variant is the same as the 'integer' variant but with long long
support enabled. The 'minimal' variant reduces functionality and size even
more than the 'integer' mode. Applications can use this where memory is at
a premium and where the application does not require exact printf
semantics.
With these two added variants, the SDK has enough options so that all of
the cbprintf modes can be supported with the pre-compiled bits:
1. CBPRINTF_NANO - picolibc's 'minimal' variant
2. CBPRINTF_REDUCED_INTEGRAL - picolibc's 'integer' variant
3. CBPRINTF_FULL_INTEGRAL - picolibc's 'long long' variant
4. CBPRINTF_FB_SUPPORT - picolibc's 'double' variant
This patch makes the cbprintf Kconfig values drive the default picolibc
variant, disables picolibc variants not capable of supporting the required
cbprintf level, but allows applications to select more functionality in
picolibc than cbprintf requires.
Note that this depends on the SDK including picolibc 1.8.5. Without that,
selecting the 'minimal' or 'long long' variant in Zephyr will end up with
the default variant from picolibc, which is the full version with floating
point support. When using the module things will work as specified.

The picolibc module can be built without thread local storage support if
desired. Allow that by using 'imply' instead of 'select'. However, when
using the toolchain picolibc, we assume that TLS will be enabled wherever
supported, so make sure we match by adding a 'select' for this case.

Instead of making applications use C library specific settings to enable
floating point support in printf, provide this indirect symbol which then
detects which C library is in use and selects the correct configuration for
each.

Defaulting to picolibc when selecting GETOPT is a bit nicer for users
in some cases, but not required.
But too many things require GETOPT (for ex. some SHELL configurations)
in combinations with native posix drivers which do not support
yet embedded libcs (for ex. the native USB driver)
(see https://github.com/zephyrproject-rtos/zephyr/issues/60096 )
Which leads to configurations in those cases which cannot be built.
Keep defaulting to the external libC in this case.

When building with the POSIX_API we cannot use the host libC.
When using GETOPT it is similarly quite difficult for users
to use the host libC.
So to make it easier for users, let's just default to PICOBLIC
in those cases,
while we continue defaulting to the host library in other cases
so users can use the Linux APIs for whatever test functionality
they want.

Instead of adding every possible subsystem which places variables in the C
library memory partition in libc-hooks.h, place those conditions in the
related Kconfig files and simplify the libc-hooks.h to just looking at
CONFIG_NEED_LIBC_MEM_PARTITION.

The picolibc kconfigs were tied to ZEPHYR_TOOLCHAIN_VARIANT
and it only supported the Zephyr SDK, which is the only
toolchain having picolibc built-in at the moment. This
commit generalizes that to use TOOLCHAIN_HAS_PICOLIBC
cmake variable the same way as newlib: TOOLCHAIN_HAS_NEWLIB.
This provides the ability for other toolchains to declare
their support for picolibc.

Enable the common malloc implementation when using picolibc. Support
existing Picolibc configurations by respecting existing PICOLIBC_HEAP_SIZE
settings.
When PICOLIBC_HEAP_SIZE is set to a value other than -2, then
*always* set COMMON_LIBC_MALLOC_ARENA_SIZE to that value.

Select FULL_LIBC_SUPPORTED when picolibc is available.
Add picolibc as a secondary default C library when REQUIRES_FULL_LIBC is
selected. This is necessary as tests gated on FULL_LIBC_SUPPORTED need to
be sure that a full C library will be selected -- if only picolibc is
available, those tests will need to select that.
This should permit use of a picolibc-only crosstool-ng toolchain in
testing.

This symbol is selected when the target has any full libc available. This
allows tests to filter on this condition. It doesn't depend on whether the
application actually selects that library, only whether requesting a full C
library would work.

Add an explicit compiler configuration, COMPILER_FREESTANDING, which
controls whether the compiler should operate in freestanding or hosted mode
(according to the C and C++ language specifications.
This depends on having a C library which conforms with the language
specification, and the minimal C library does not. Have the minimal C
library select COMPILER_FREESTANDING to continue using freestanding mode
with that library.
For other C libraries, leave this disabled by default while allowing users
to enable it if they want to go back to the previous configuration.

Introduce a place to share implementations of libc functions that
are needed by different libc versions. Place time() in this common
location so it can be shared when building for either minimal libc or
armclang libc.

Clang support still work in progress in zephyr. So for now enable only
on gcc based toolchains.
We should enable this back for more toolchains once we have full clang
support and are able to verify.

Picolibc now supports all of the Zephyr SDK target architectures for C.
qemu_x86_tiny needs fixes to get the libc partition linked

libstdc++ is supported with Picolibc only when the toolchain version of
Picolibc is use -- libstdc++ must be built using a specific Picolibc build
and libstdc++ is included with the toolchain.
Ideally, we'd allow the use of the Picolibc module whenever we weren't
using the GNU libstdc++, including when using the minimal libc++. However,
the obvious dependency settings create a loop:

To break this loop, we replace GLIBCXX_LIBCPP in the second block with

This means that picolibc cannot be used with any C++ apps when using the
Zephyr SDK, even when not using the GNU libstdc++. However, Zephyr SDK 0.16
will come with an additional Kconfig file that includes:

This will override the Kconfig bits included in Zephyr and allow use of the

The newlib nano variant is currently enabled by default when
`CONFIG_NEWLIB_LIBC=y` and the selected toolchain-architecture
combination includes the newlib nano variant support, even if
`CONFIG_NEWLIB_LIBC_NANO` is not selected by the user.
When `CONFIG_NEWLIB_LIBC=y`, this results in the newlib nano variant
being selected for some architectures (e.g. ARC, ARM and RISC-V), while
the full variant is selected for the rest of the architectures.
The above behaviour is problematic because there exist functional
differences between the newlib full and nano variants (e.g. C99 format
modifiers such as `hh`, `ll`, `z`, `j` and `t` are not available in the
newlib nano variant), and this effectively leads to different level of
C standard support across different architectures when
`CONFIG_NEWLIB_LIBC=y`.
This commit fixes this problem by making the `CONFIG_NEWLIB_LIBC_NANO`
not `default y` and requiring its user to explicitly set this symbol to
`y` when they want to use the newlib nano variant.
