Update serial drivers to use DT_HAS_<compat>_ENABLED Kconfig symbol
to expose the driver and enable it by default based on devicetree.
We remove 'depend on' Kconfig for symbols that would be implied by
the devicetree node existing.

Current Cypress PSoC-6 serial driver only works using polling mode.
Add serial driver interrupt routines to allow use of interrupts.

The current serial driver uses hard code configuration. Rework driver
to use pinctrl and enable full configuration from device tree.

Use this short header style in all Kconfig files:

# <license>
...
Also change all <description>s from
# Kconfig[.extension] - Foo-related options
to just
# Foo-related options
It's clear enough that it's about Kconfig.
The <description> cleanup was done with this command, along with some
manual cleanup (big letter at the start, etc.)

Added basic PSoC6 UART driver and added two UART nodes in the PSoC6
device tree to have output from CM0+ and CM4 cores.
