Add a link to the Kconfig option CONFIG_POSIX_NETWORKING in
the documentation.
Additionally, add Kconfig options for other Network
dependencies in an effort to make POSIX Kconfig options
consistent with the specification.

This change deprecates CONFIG_POSIX_FS in favour of
CONFIG_POSIX_FILE_SYSTEM, which maps directly to the name of the
standard POSIX Option Group.

The POSIX_MAX_FDS option does not correspond to any standard
POSIX option. It was used to define the size of the file
descriptor table, which is by no means exclusively used by
POSIX (also net, fs, ...).
POSIX_MAX_FDS is being deprecated in order to ensure that
Zephyr's POSIX Kconfig variables correspond to those defined in
the specification, as of IEEE 1003.1-2017. Namely,
POSIX_OPEN_MAX. CONFIG_POSIX_MAX_OPEN_FILES is being deprecated
for the same reason.
To mitigate any possible layering violations, that option is
not user selectable. It tracks the newly added
CONFIG_ZVFS_OPEN_MAX option, which is native to Zephyr.
With this deprecation, we introduce the following Kconfig
options that map directly to standard POSIX Option Groups by
simply removing "CONFIG_":
* CONFIG_POSIX_DEVICE_IO

In order to maintain parity with the current feature set, we

* CONFIG_POSIX_DEVICE_IO_ALIAS_READ
* CONFIG_POSIX_DEVICE_IO_ALIAS_WRITE
Gate open(), close(), read(), and write() via the
CONFIG_POSIX_DEVICE_IO Kconfig option and move
implementations into device_io.c, to be conformant with the
spec.
Lastly, stage function names for upcoming ZVFS work, to be
completed as part of the LTSv3 Roadmap (e.g. zvfs_open(), ..).

These tests cannot be run on the native_posix(_64) targets,
so let's filter them explicitly. Before they were filtered
due to the "filter", but using platform_exclude is faster.
Also the tests that depend on newlib cannot be run
in this architecture at all, so let's filter them by
architecture too.

Rework RAM disk driver to be configured using devicetree and
support multiple instances.
This patch also removes a copy of the RAM disk driver,
tests/subsys/fs/fat_fs_dual_drive/src/disk_access_test_drv.c,
that was there for testing multiple disk drivers support.
Bonus: one SYS_INIT() less and a memory region can be exported to the
host.

Twister now supports using YAML lists for all fields that were written
as space-separated lists. Used twister_to_list.py script. Some artifacts
on string length are due to how ruamel dumps content.

Move to CMake 3.20.0.
At the Toolchain WG it was decided to move to CMake 3.20.0.
The main reason for increasing CMake version is better toolchain
support.
Better toolchain support is added in the following CMake versions:
- armclang, CMake 3.15
- Intel oneAPI, CMake 3.20
- IAR, CMake 3.15 and 3.20

tls rely on both arch has tls and toolchain support tls, add filter:
CONFIG_TOOLCHAIN_SUPPORTS_THREAD_LOCAL_STORAGE for
some tests enabled tls.

This makes a difference when building with CMake and forgetting
ZEPHYR_BASE or not registering Zephyr in the CMake package registry.
In this particular case, REQUIRED turns this harmless looking log

Using find_package to locate Zephyr.
Old behavior was to use $ENV{ZEPHYR_BASE} for inclusion of boiler plate
code.
Whenever an automatic run of CMake happend by the build system / IDE
then it was required that ZEPHYR_BASE was defined.
Using ZEPHYR_BASE only to locate the Zephyr package allows CMake to
cache the base variable and thus allowing subsequent invocation even
if ZEPHYR_BASE is not set in the environment.
It also removes the risk of strange build results if a user switchs
between different Zephyr based project folders and forgetting to reset
ZEPHYR_BASE before running ninja / make.

Remove leading/trailing blank lines in .c, .h, .py, .rst, .yml, and
.yaml files.
Will avoid failures with the new CI test in
https://github.com/zephyrproject-rtos/ci-tools/pull/112, though it only
checks changed files.
Move the 'target-notes' target in boards/xtensa/odroid_go/doc/index.rst
to get rid of the trailing blank line there. It was probably misplaced.

Some test cases have the same test case name.
To get rid of it, I decided to change test cases names
contained same names.
Please check my logic, how I give them names.
Usually trying to give name same as a directory folder.
There are still more test cases which necessary to change,
but I will make changes by small steps.

Remove bunch of TC_PRINT's with too verbose logging of test operations.
The only logging required is in case of failures, and improve that in
a couple of cases by using zassert_*(), and log errno.
In particular, this allows to reuse existing testcase functions to
create more complex testcases.

Per POSIX, open() is defined in <fcntl.h>. fcntl.h in turn comes from
the underlying libc, either newlib, or minimal libc.

create a shim for backward-compatibility.
No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.

Update the files which contain no license information with the
'Apache-2.0' SPDX license identifier. Many source files in the tree are
missing licensing information, which makes it harder for compliance
tools to determine the correct license.
By default all files without license information are under the default
license of Zephyr, which is Apache version 2.

Add a build variant of the posix tests with newlib enabled. Since the
interation of posix is greatly related to the libc we should have these
tests build with and without newlib support.
