8a3b204635 tests: lib: cmsis_dsp: Add 'complex math' test application 
This commit adds the test application for the CMSIS-DSP 'complex math'
functions.

This test application is loosely based on the C++ test suite included
in the upstream CMSIS-DSP distribution.
