Remove IPSP support from the tree.
It has no maintainers, and is regularly broken. The fact that it's
nontrivial to set-up in linux makes it hard to fix reported issues.

The "encryption only" security level was deprecated in IEEE
802.15.4-2015. This deprecation has already been introduced in the code
but was overlooked in net config.

Add DHCPv6 support to the net config library. In case DHCPv6 is enabled,
net config will attempt to acquire IPv6 address and/or prefix when used.
The user can select with Kconfig whether to request address or prefix
(or both).

Add a new Kconfig parameter NET_CONFIG_MY_VLAN_ID as initial network
configuration to enable users to set VLAN identifier at startup.
Add a new setup_vlan(...) function to setup the VLAN identifier in
the device, the call have an effect only when NET_CONFIG_MY_VLAN_ID
is above zero.

According to Kconfig guidelines, boolean prompts must not start with
"Enable...". The following command has been used to automate the changes
in this patch:

CONFIG_NET_CONFIG_INIT_TIMEOUT should not only be available if
CONFIG_NET_CONFIG_AUTO_INIT=y. If *_AUTO_INIT=n then application
may wish to initialize net manually and still use configured
timeout.

I think people might be reading differences into 'if' and 'depends on'
that aren't there, like maybe 'if' being needed to "hide" a symbol,
while 'depends on' just adds a dependency.
There are no differences between 'if' and 'depends on'. 'if' is just a
shorthand for 'depends on'. They work the same when it comes to creating
implicit menus too.
The way symbols get "hidden" is through their dependencies not being
satisfied ('if'/'depends on' get copied up as a dependency on the
prompt).
Since 'if' and 'depends on' are the same, an 'if' with just a single
symbol in it can be replaced with a 'depends on'. IMO, it's best to
avoid 'if' there as a style choice too, because it confuses people into
thinking there's deep Kconfig magic going on that requires 'if'.
Going for 'depends on' can also remove some nested 'if's, which
generates nicer symbol information and docs, because nested 'if's really
are so simple/dumb that they just add the dependencies from both 'if's
to all symbols within.
Replace a bunch of single-symbol 'if's with 'depends on' to despam the
Kconfig files a bit and make it clearer how things work. Also do some
other minor related dependency refactoring.
The replacement isn't complete. Will fix up the rest later. Splitting it
a bit to make it more manageable.
(Everything above is true for choices, menus, and comments as well.)
Detected by tweaking the Kconfiglib parsing code. It's impossible to
detect after parsing, because 'if' turns into 'depends on'.

The <description> cleanup was done with this command, along with some

With this feature enabled (via CONFIG_NET_CONFIG_CLOCK_SNTP_INIT), an
application will automagically get correct absolute time via POSIX
functions like time(), gettimeofday(), etc.

This finishes refactor of splitting off net_config library name from
net_app library, started in c60df1311, c89a06dbc. This commit makes
sure that Kconfig options are prefixed with CONFIG_NET_CONFIG_
instead of CONFIG_NET_APP_, and propagates these changes thru the
app configs in the tree.
Also, minor dependency, etc. tweaks are made.

Bool symbols implicitly default to 'n'.
A 'default n' can make sense e.g. in a Kconfig.defconfig file, if you
want to override a 'default y' on the base definition of the symbol. It
isn't used like that on any of these symbols though.
Remove some 'default ""' properties on string symbols too.
Also make definitions more consistent by converting some
config FOO
<type>
prompt "foo"
definitions to a shorter form:
config FOO
<type> "foo"
This shorthand works for int/hex/string symbols too, not just for bool
symbols.

net_app library consisted of 2 disjoint parts: a) library to
setup/configure networking on the application startup; b) library
to setup client and server connections.
As the configuration library is universally useful and is a generic
Zephyr networking component, split it out to a seperate top-level
networking library under net/lib/config/.
