No point marking the phy API to be callable from usermode,
the device cannot be accessed from usermode anyway so this
is pointless. User can call the phy API from supervisor mode
thread just fine.

Advertise Gigabit Ethernet if the PHY supports it. As with the
other speeds, it is assumed the PHY supports both duplex modes.

Move include paths and add new target_include_directories to support
backwards compatibility:
* /include -> /include/zephyr
example: <irq.h> -> <zephyr/irq.h>
