x86 32bit defines `CONFIG_X86` while its 64bit counterpart
defines an additional `CONFIG_X86_64`, by reordering the
include order we can make it look a bit cleaner.

Userspace support for Xtensa architecture using Xtensa MMU.
Some considerations:
- Syscalls are not inline functions like in other architectures because
some compiler issues when using multiple registers to pass parameters
to the syscall. So here we have a function call so we can use
registers as we need.
- TLS is not supported by xcc in xtensa and reading PS register is
a privileged instruction. So, we have to use threadptr to know if a
thread is an user mode thread.

This commit introduces the following major changes.
1. Move all directories and files in 'include/zephyr/arch/arm/aarch32'
to the 'include/zephyr/arch/arm' directory.
2. Change the path string which is influenced by the changement 1.

In order to bring consistency in-tree, migrate all includes within
include directory to the new prefix <zephyr/...>. Note that the
conversion has been scripted, refer to zephyrproject-rtos#45388 for more
details.

Move include paths and add new target_include_directories to support
backwards compatibility:
* /include -> /include/zephyr
example: <irq.h> -> <zephyr/irq.h>
