DTS property attributes are (by default) not required.
Explicitly specifying `required: false` is redundant.
Perhaps a warning to that effect would be useful.

All in tree device drivers use some form of DEVICE_DT_GET
so we no longer need to require label properties.

Remove the HL7800 DTR device tree binding because the
DTR IO is not needed for operation of the HL7800
modem.
