The HAS_IMX_{RDC,CCM} symbols were added to ext/hal/nxp/imx/Kconfig in
commit 3afc2b6c61 ("ext/hal/nxp/imx: Import the nxp imx7 freertos bsp"),
and later copied over to modules/Kconfig.imx in commit 12438e1047 ("ext:
hal: Make NXP HALs a Zephyr module").
Never used.

Use this short header style in all Kconfig files:
# <description>
# <copyright>
# <license>
...
Also change all <description>s from
# Kconfig[.extension] - Foo-related options
to just
# Foo-related options
It's clear enough that it's about Kconfig.
The <description> cleanup was done with this command, along with some
manual cleanup (big letter at the start, etc.)

This commit updates all references to HAS_CMSIS to use HAS_CMSIS_CORE
instead. With the changes introduced to allow multiple CMSIS variants
to be specified, the latter is semantically equivalent to the former.

A lot of the Kconfig stuff gets copied around, so encourage a clean
compact style:
- Reduce license header spam
- Fix some broken indentation
- Turn a meaningless 'menuconfig' into a 'config'
- Remove a redundant QMSI menu
- Unscrunch comments: #Foo -> # Foo
