mcux: nxp_kinetis: Move HAS_TRNG config to ext

Browse source 
SoCs outside the Kinetis family can have the TRNG module, so move the
HAS_TRNG config from arch/arm/soc/nxp_kinetis to ext/hal/nxp/mcux
