logging: v2: force LOG2_ALWAYS_RUNTIME if XCC

Browse source 
XCC is based on GCC 4.2.0 which doesn't support auto type.
So force CONFIG_LOG2_ALWAYS_RUNTIME to be enabled if XCC is
being used.
