drivers: counter: API unifying counter and rtc drivers.
counter.h and rtc.h API's share almost the same functionality. They are unified as a new counter.h. rtc.h will be deprecated. Signed-off-by: Krzysztof Chruściński <krzysztof.chruscinski@nordicsemi.no>
