power: standarize PM Kconfigs and cleanup

Browse source 
- Remove SYS_ prefix
- shorten POWER_MANAGEMENT to just PM
- DEVICE_POWER_MANAGEMENT -> PM_DEVICE

and use PM_ as the prefix for all PM related Kconfigs
