soc: nuvoton: npcx: update default SYS_CLOCK_HW_CYCLES_PER_SEC

Browse source 
Added support for deriving `SYS_CLOCK_HW_CYCLES_PER_SEC` from the
Device Tree by reading the `clock-frequency` property in the `itim` node.
